CARE Sudan is seeking Head of Finance and Administration to be responsible for the overall management and direction of the Darfur sub-offices financial, administrative and procurement policy and procedures Ensure sub-offices Administration and Finance functions are implemented efficiently and cost-effectively by providing adequate support. The person appointed will be responsible for assuring effective stewardship of all financial resources, accurate compliance with financial reporting requirements to donors, achieving full compliance with internal financial audit requirements, leading the Administration and Finance team, and providing support and guidance to project staff. Provide coaching, mentoring and training to Administration and Finance staff as part of the ongoing development of their skills and knowledge.
The Head of Finance and Administration also collaborate with the sub-office managers and ensures coordination between the program and program support staff at national and sub-office levels.
This would include: Managing, supervising and monitoring of all aspects of the Darfur sub-office accounting, inventory and procurement systems based on CARE policies and procedures. This would include the management and monitoring of journal and ledger entries, bank account and reconciliation, cash projection and control and payroll. This also include manage and supervise the SCALA general ledger and Accounts Payable functions and responsibilities. Manage the grants and Contracts and budgeting functions of the Darfur sub-office. Manager and supervise procurement and inventory functions of the Darfur sub-office.
Qualifications and Skills:
Required:
Working experience as Finance Officer in complex emergency environment
- Strong interpersonal communication skill both written and verbal
- Ability to work under stress and beyond the office hour
- Strong knowledge of SCALA and financial software
- Ability to work in a large team of International and National staff
- BA, BS or above in accounting, management, or similar subject
- At least 5 years experience in managing various donors funds such as OFDA, EC, ECHO, CIDA, WFP, etc.
- Ability for developing and implementing simple and clear systems
- Excellent communication skills
- Facilitative working style who can motivate staff and is sensitive to their ideas & concerns Excellent reporting ability and meeting deadlines
- Strong facilitation, coaching and mentoring skills
- Excellent command of written and spoken English
- Strong computer skills, including data management and analysis
- Strong in commodity accounting
Desired:
- Knowledge about Sudan, especially Darfur
- Good knowledge of management of large size of procurement on timely manner
- Ability for establishing a simple and clear system
- Familiarity with the social and political environment of this region
- Willing to work under harsh/difficult working and living conditions
