The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level (www.unep.org). Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This position is located in the UNEP Regional Office for Africa (ROA) at the Nairobi duty station. Under the direct supervision of the Regional Director, ROA, the incumbent will perform the following functions:
Responsibilities
1. Coordinate the formulation and implementation of a coherent, relevant and effective regional strategic programme for Africa based on UNEP Programme of Work. 2. Monitor the quality of the day to day programming, operations and management performance of the Regional Office of Africa and ensure timely delivery of results, reporting to donors and compliance with corporate management policies and guidelines with regard to planning and programming. 3. Support the United Nations Delivering as One, particularly through substantive participation in the Regional Directors Teams meeting and the Regional Coordination Mechanism. 4. Promote the building of strategic partnerships with relevant Government Agencies, Regional bodies such as African Union Commission (AUC) and the New Partnership for Africa’s Development (NEPAD) Secretariat, Regional Economic Communities (RECs), Regional Banks, Civil Society Organizations and all relevant regional, sub regional and national stakeholders. 5. Mobilize resources to support the implementation of UNEP’s Programme of Work. 6. Undertake regional environment intelligence gathering. 7. Enhance UNEP’s visibility and raise public awareness of environmental issues in the region. 8. Support the generation of knowledge and learning on African environment and development issues. 9. Act as Officer-in-Charge in the absence of the Regional Director. 10. Perform other duties as assigned as directed by the Regional Representative and Director.

Leadership: Ability to develop strategies and empower others to accomplish objectives and solve problems, ability to evaluate performance and mentor subordinate staff; Ability to take responsibility for incorporating gender perspectives into substantive work and commitment to the goal of achieving gender balance in staffing.
Education
Advanced university degree in natural or environmental science, economic /political science, or a relevant scientific discipline is required. A first level university degree with a relevant combination of academic and professional qualifications may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of ten years of progressively responsible experience in sustainable development or environmental science, of which five years should be at the international level. Work experience in African countries preferably in the area of strategic policy setting and diplomatic negotiations is an advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this post fluency in English (both oral and written) are required. Working knowledge of French is highly desirable. Knowledge of another UN language would be an asset.
