1) JOB TITLE: MENTOR COORDINATOR

One of the interventions the project has implemented to support local government is the use of mentors in the councils. Wajibika currently works with mentors in 8 Council in Tanzania and will expand to 6 additional this year.
• The mentor coordinator will lead the project's days to day management of the mentors in the district council: this will include ensuring that all mentors meet the requirements outlined in their contracts.

• The Mentor Coordinator will also act as a liaison to the mentor team that will work to strengthen the district's capacity in accounting financial planning and budgeting. This work may include acting as a liaison especially in regards to the coordination of the monthly work plan and monthly report which the project office in Dar es Salaam. Thus, the Mentor Coordinator should have a clear dead of exactly what progress each monitor is making in their district and be the link between the project technical staff on the issues that arise in the councils including any training of support needs.
• The Mentor Coordinator will be based in Dar es Salaam but may need to travel frequently to the districts where the project is working. He/she will work closely with the mentors, PMO-RALG, Ministry of Health and social welfare, Ministry of finance and Economic Affairs and several international and national developments partner organizations, and may work closely with USAID Tanzania mission.

• The Mentor Coordinator will report to the chief of party and may be asked to complete other duties as necessary.

SKILLS/KNOWLEDGE REQUIRED:

• Master's Degree(with 6+yeaf of experience)or PhD(with 4 years of experience)in business administration, accounting health systems management or a related field.
• Experience in working at the district level with capacity building for financial accounting financial management budgeting planning, and other related activities.

• Demonstrated project management and leadership capabilities are required as are the abilities to lead milt-disciplinary and multi-cultural teams.

• Experience working for the government of Tanzania with regards to financial accounting and financial management is highly favorable especially with regards to district-level health programming.

• Assist local Government Authority (LGA) staff to implement the interventions agreed upon for improvement of financial accounting and management practice.

• Support the Council to implement Management Information System solutions designed by other experts.

• Support development implementation follow-up supervision of the Council plans with emphasis on the Comprehensive Council Health Plans (CCHP) and provision of feedback.

• Support preparation of quarterly Technical and financial reports
• Identify any issues that need improvement in the Council and communicate to the council Director and Wajibika chief of party

I. JOB TITLE :EPICOR/IT SPECIALIST

• The Epior/IT Specialist supports the Senior Technical staff and/or the project Director in carrying out technical project work.

• Typical duties will include capacity building and training of Local Government Authorities (lgaS) in Epicor and the project Web based tool.

• At times this person will also provide IT support to the Wajibika office

JJ. JOB TITLE :DRIVER

Based at the Wajibika office in Dar es Salaam, the Driver performs the operations maintenance and management of project vehicles including routine maintenance, registration tagging, and tax exemptions, as well as providing transportation for project activities for the Wajibika Team and official visitors. As needed, the Driver performs office support tasks, as requested by the finance and Administration Director. Specific tasks include:

Project Vehicles Tasks:

• Drive project, and project affiliated personnel to project sites within and outside of Dar es Salaam for project activities, including official site visits.
