Under the supervision of the Chief of Local Governance Section, the Deputy Chief/Senior Legal Officer:
1. Assists in formulating the Section's policy on issues pertaining to local good governance and rule of law;
2. Monitors, analyses and reports on a broad range of local good governance issues in Kosovo, and takes an active part in the improvement of local good governance through policy and programmatic advice including legal advice in accordance with international standards;
3. Supportsthe Section in the review of policies in the area of local governance for compliance with human rights, rule of law and international good governance standards and principles;
4. Provides rapid analysis on issues that arise in the Mission's Headquarterand Regional Centres in the field of local governance and follows up with policy advice and recommendations to relevant staff orresponsible external stakeholders;
5. In supportof the Chief of Section, develops and implements capacity development programmes for the Local Governance Section and writes reports related to local governance programme activities as necessary;
6. Develops, manages and implements the Section's Kosovo-wide projects in accordance with programmatic priorities, particularly with respect to inter-municipal co-operation and civil society;
7. Liaises with external local and international stakeholders inco-ordinating the programmatic activities of the Local Governance Section to achieve human rights, rule of law and good governance objectives;
8. Informs and advises the Department/Section about the situation of local governance in Kosovo;
9. Contributes to regular reporting mechanisms and periodical analytical reports of the Department;
10. Performs any other duties as assigned.
Requirements include, but are not limited to:
- Law degree
- Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
- Knowledge of courtroom proceedings and criminal law and procedure
- Knowledge of international legal procedure standards and instruments
- Minimum 6 years of relevant professional experience
- Knowledge of democratic governmental structures at the local level and/or in development work with local government structures in transitional countries, including international human rights and good governance standards and principles
- Demonstrated project management and program development experience
- Knowledge of capacity building programs in the field of civil society
- Management experience in an international context involving multi-cultural staff
- Strong analytical, problem-solving and drafting skills
- Ability to take into account various policy implications to identify strategic issues for the OSCE Mission in Kosovo in the field of local governance and be able to provide policy advice
- Flexibility and ability to work under pressure and within limited time frames
- Experience in negotiation/mediation (desired)
- Experience in drafting and/or reviewing legislation (desired)
- Previous international work experience and/or experience in field missions preferably in democratization, local good governance and civil society (desired)
- Knowledge of the regional political situation and the legal system of the Mission area (desired)
