We are looking for qualified candidates for the position of Programme Manager to lead our team in the Dar es Salaam office.
Responsibilities:
As programme manager, you will be responsible for the daily operations of all programming within Dar es Salaam although support will be provided by the Executive Director and African Support Co-ordinator. This will include a mixture of field work (where you will be directly interacting with children in meetings, workshops, and personal interviews) and office administration. You will also be expected to lead the Tanzanian-based team in the monitoring and evaluation of all programming activities and will be responsible for the planning and coordination of all events undertaken within Dar es Salaam.
Essential Requirements:
A university degree in a relevant field is essential for this position. However, the successful candidate will also be expected to be hardworking, very enthusiastic in leading their team and in their interaction with children, flexible in their approach, and be able to cope with the pressure that this position brings. Previous experience of working with children is essential, while experience in community development and/or HIV and AIDS is preferable. Excellent written and spoken English and Swahili are essential as we are an international organisation. Candidates should have a good knowledge of MS Office applications.

Within STHEP, a major objective of component 2B is to provide a National Research and Education Network (NREN) to: better manage the increasing numbers of students as the education sector expands; improve the quality of data used in decision making and resource management; enhance knowledge sharing; improve transparency; improve classroom student-teacher participation; and improve research capability
The Government of the United Republic of Tanzania through the Ministry of Communication, Science and Technology (MCST) - the National coordinating Ministry for the development of all ICT related activities - is currently building the National ICT Optic Fiber Cable (OFC) infrastructure Backbone (NICTBB).
Building on the NICTBB and NREN, STHEP intends to implement both an Education Management Information System (EMIS) and an e-Library system to support education and research activities. 1. The e-Libraries Specialist -1position
POSITION SCOPE AND PURPOSE
The e-Libraries Specialist will be responsible for the deployment via the NREN of shared e-Library services to all HERIs as well as ensuring that essential capacity building for stakeholders is implemented.
DUTIES AND RESPONSIBILITIES
· Work in close collaboration with the consultants contracted to conduct
the feasibility study for the implementation of EMIS and e-Library, in particular to:
o Facilitate the survey of all 128 HERIs to characterise their existing IT infrastructure and related environment;

The Network Infrastructure Specialist will be responsible for the establishment of the NREN, in the short
term by providing last-mile connectivity to the HERIs. In the longer term, he/she will ensure that institutions get reliable, allocated bandwidth, as well as overseeing ongoing improvements to all aspects of the NREN in the interests of all HERIs.
Duties and responsibilities
· Initially, to work in close collaboration with the consultants contracted to conduct the survey and implementation of the last-mile connectivity to the NICTBB for all 128 HERIs, and to enhance your skills, experience and expertise;
· Build good relationships with all HERIs to facilitate the establishment and ongoing improvement of the NREN;
· Serve as the recognized Tanzanian expert on the NREN, including making presentations to HERIs leaders;

1-Grants Management:

Review of sub grantee monthly financial reports and gives feedback with direction on corrective action
Oversees annual work plans by sub recipients with close eye on budgets. Develop and maintain budget tracking and monitoring systems.
Ensure for sub-recipients use proper expenditure documentation and control practices and timely submission of required technical and accountability reports.
Capacity building of sub recipients especially on preparation of financial report and budget. Qualifications and Experience:
Degree in Business Management (Accounting option is an added advantage))) or Bachelor Degree in Health Sciences

Prepares all required credit returns and reports both internal as well as those for submission to the bank of Tanzania.
Calls up expired or matures credit facilities and reminding borrowers of due dates
Follow up repayment of matured credit and undertakes appropriate measures to recover past due credit Ensures that all interest and fees from borrowing accounts are collected promptly.
Reviews repayment all loans and advances classify the advances according to the BOT Prudential guidelines on management or risk Assets and undertakes necessary measures to avoid determination of the quality of the institutions’ overall credit portfolio.
Ensures that loans and advances are extending in line with BOT Guidelines.
Co-ordinates with the Institution are appointed lawyers for action takes to recover overdue facilities. To perform any other duties as may be assigned by the chief Executive officer from time to time.

QUALIFICATIONS REQUIRED:
Education: A bachelor’s degree in public or business administration, demography or sociology is required.
Prior Work Experience.
A minimum of five (5) years• of progressively responsible, professional-level experience working• as an

Under the direction of the Chief Operating Officer, the Facilities and Transportation Manager is responsible for overall leadership and management of the MOH Program Mindu Street office facility and parking area, and the operations of MOH Transport Unit.

• Lead in all building/space lease negations and planning.
• Understand MDH space needs, identify adequate space for the MDH operations and propose options for future .

Cervical Cancer Prevention Field Officer (CCPFO)

The Cervical Cancer Prevention Field Officer will assist the ICAP Cervical Cancer Prevention Coordinator in overseeing the implementation and monitoring the MOH cervical cancer prevention program in Pwani and ensure that the program achieves its goals in all ICAP supported facilities. The Cervical Cancer Prevention Field Officer will work '<\"ith the lCAP Cervical Cancer Coordinator to ensure that the program follows national protocols and standards. S/he is expected to cover extensive travel to all I lCAP supported facilities within the region. Principal duties and responsibilities Liaise closely with the Regional and District health authorities in implementation of the cervical cancer screening program in the region. . Build working relationship and provide technical support to Pwani Regional and Council Health Management Teams (RHMT and CHMTs) in planning, coordination and supervision of cervical cancer screening activities in the region. Build capacity of the health facility staff to ensure the necessary equipment and supplies including C02 and 5% vinegar are available. Orient PEs and auxiliary staff on cervical cancer screening in order to mobilize women. Work with available community support structures/authorities to mobilize and sensitize the communities in the region to participate in the program. Organize and facilitate training of health care providers on cervical cancer screening and cryotherapy. Organize stakeholders meetings on quarterly basis. Explore the integration of cervical cancer screening in postpartum care, Family planning, PMTCT, VCT, CTC and STI services. Work vvith other programs within ICAP such as PMTCT, CTC and APSC to mobilize and sensitize clients and integrate the cervical screening and treatment services within the existing programs. Supervise and mentor health care workers at sites in implementing the program. Track and document lessons leant and best practices during the implementation of the program. Build the capacity of service providers in documentation, data collection and analysis Provide reports to regional team leader / coordinator, regularly at required intervals To prepare weekly, monthly progress reports, budgets, and work plans, particularly those pertaining to CCP Provide data and a summary report on a timely basis for preparation of quarterly reports. PMTCT Field Officers
Overall Job Function:
The candidates 'hill serve as ICAP focal point for activities relating to the implementation of a quality PMTCT program in the Region where ICAP support (Kigoma, Kagera and Pwani). Tlus will include capacity building of health facility staff, follow up of HIV exposed infants and ensuring early infant diagnosis (EID) is done timely. HIV positive woman and her family, coordination of care within facilities providing PMTCT services, ensuring drugs and supplies for PMTCT senices are a,ail,lble, support the deyelopment oflinkages with ART facilities and the laboratory services as well as comm~ty support services. The hearer of the position will also oversee emergency obstetric and newborn care activities in the region. Principal duties and responsibilities:
Provide direct, onsite support to health care workers working on sites in ICAP supported districts to establish and strengthen services and provide ongoing mentoring and support to implement the national PMTCT guidelines.

Columbia UniverSity's International Center for AIDS Care and Treatment Programs (ICAp) in Tanzania, works in partnership with the Ministries of Health and Social Welfare (MOHSW) in mainland and Zanzibar. ICAP Tanzania proyides quality comprehensive family focused HIV Prevention, Care and Treatment services at 127 health facilities. The facilities involved include regional and district hospitals, health centers and dispensaries in Kagera, Kigoma, Pwani and Zanzibar. This program is part of a broader US Government HIV / AIDS initiative in Tanzania and receives funding from Centres for Disease Control Tanzania (CDC), PEPFAR and the support of the American People. A key aspect of the program is to huild the capacity of the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to manage HIV programs including financial, administrative, program managemen and technical advisory skills. Vehicles Management:
1. To ensure vehicles are safe, secure, clean and in good running conditions

3. Carry out annual assessments of vendors - fuel providers and repair -workshops.
4. Update Logistics and Security Manager on review of contracts for Fuel providers, and vehicle repairs.
5. Ensure that log sheets are used at all times and properly completed.
6. Arrange for the in-house driving /orientation and tests for the CRS employees
7. Advise management on policies and procedures for improving vehicle operations and planning of travels.
8. Periodically advice administration manager on condition of vehicles, and action required.
