Organizational Context
The Programme Development and Technical Cooperation Division (PTC) is responsible for providing technical cooperation services on technological and economic issues covered by UNIDO's mandate in developing countries and countries with economies in transition.
This position is located in the Renewable and Rural Energy Unit (PTC/ECC/RRE), part of the Energy and Climate Change Branch (PTC/ECC). The Energy and Climate Change Branch is responsible for the promotion of access to energy for productive uses while at the same time supporting patterns of energy use by industry that mitigate climate change and are otherwise environmentally sustainable. This involves promoting energy efficiency and the adoption of renewable energy sources in the formal industrial sector, enhancing energy access primarily in rural areas as the fundamental means to reduce rural poverty and championing industrial energy perspectives in the global debates about climate change and other energy-related global trends.
The Renewable and Rural Energy Unit is responsible for enhancing greater use by industry of renewable sources of energy and facilitating access by the poor in rural areas to affordable and sustainable energy to generate off-farm income and employment opportunities.
After a certain number of years located at Headquarters, the incumbent must be ready to travel and to serve in any duty station away from Vienna as determined by the needs of the Organization.
The incumbent will work under the direct supervision of the Unit Chief, PTC/ECC/RRE, and under the overall guidance of the Director, PTC/ECC. He/She will work closely with the team members of the unit and counterparts to build capacity at the level of client institutions to enable renewable energy technology transfer at the level of enterprises through development of knowledge management activities in the form of on-line portals, publications and global campaigns.
Main Functions
Programme Development:
Develops, formulates and obtains internal approval of technical cooperation projects/programmes in the area of renewable energy technology transfer and capacity-building, in line with the guidelines and procedures governing the delivery of UNIDO services. More specifically, the incumbent develops technical cooperation projects in the field of renewable energy. The incumbent facilitates the adoption of best practices, promotes South-South co-operation for renewable energy technology transfer and identifies strategic partnerships with other international organizations active in the Renewable Energy (RE) promotion field to implement joint support systems for capacity-building. In the formulation of projects/programmes, the incumbent closely co-operates with other relevant UNIDO organizational units to ensure the effective use of existing networks and capacities. Furthermore, the incumbent establishes contacts with external partners and engages them in joint activities to promote the productive use of renewable energy technologies.
Programme Implementation:
Assumes responsibility for the provision of projects/programmes implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget. This will entail the preparation of the necessary inputs (job descriptions of consultants, terms of reference, training arrangements, equipment specifications, etc.), monitoring progress in implementation including missions to the project site, as well as taking part in oversight meetings in the Field and at Headquarters, and assisting the Evaluation Group in its evaluations of projects/programmes.
Funds Mobilization:
Cooperates with other units in house in mobilizing the funds necessary for project and programme implementation and entertains good working relations with strategic donors such as bilateral programmes active in the renewable energy field and multilateral funds, the Global Environment Facility (GEF) and the European Commission.
Global Forum Function:
Assists in the preparation and running of UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.). Prepares technical papers or other inputs for external seminars, conferences, expert group meetings, etc. Prepares UNIDO publications and other information dissemination aids and tools. Keeps abreast of technical and economic developments in his/her field of specialization through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends.
Performs other related duties and assignments as may be required by the Unit Chief, PTC/ECC/RRE, and the Branch Director, PTC/ECC.
Required Competencies
Technical:
In-depth knowledge of renewable energy technology, trends and policy issues, with demonstrated ability to advise Governments on policy recommendations and project/programme formulation and implementation. Ability to build consensus and collaboration among strategic financial and programmatic partners on integrated or joint programmes.
Behavioral:
Analytical thinking; planning, organizing and problem-solving abilities; good inter-personal skills and team leadership/membership ability; cultural sensitivity; ability to work under pressure and to meet tight deadlines. Excellent written and oral communication skills for technical, policy and general audiences, report writing skills. Solid computer skills, including proficiency in the use of MS Office programs. Willingness to keep abreast of new developments in the relevant technical field.
Minimum Requirements
Education:
Advanced university degree in engineering, sciences or other relevant discipline with a specialization in renewable energy.
Technical and Functional Experience:
A minimum of 5 years of practical experience in the field of renewable energy development and implementation of technical assistance projects/programmes, including experience at the international level involving technical cooperation in developing countries. Knowledge of and exposure to the needs, conditions and problems of developing countries is an asset. Experience in the implementation and development of GEF projects is desirable.
Languages:
Fluency in written and spoken English is required. Fluency in another official UN language is desirable.
