Project Coordinator (Animal Health) - Project GCP/PAK/123/USA- Support to Increase Sustainable Livestock Production - Grade level P-4, DURATION: One year (with possibility of extension)

DUTIES AND RESPONSIBILITIES

Under the overall technical supervision of the FAO Chief Veterinary Officer (CVO)/Chief, Animal Health Service (AGAH); the operational supervision of the Chief, Special Operations Service (TCES), and the functional guidance of the FAO Representative in Pakistan the incumbent will be responsible for the overall implementation of the new Foot-and-Mouth Disease (FMD) project ensuring that appropriate linkages are established between project activities and other relevant programmes in the Islamic Republic of Pakistan in relation to FMD prevention and control. In particular, will:

• be responsible for the overall management and implementation of the project;
• ensure smooth coordination with the donor, the Ministry of Livestock and Dairy Development, the Provincial Livestock Departments and other ongoing activities in the Islamic Republic of Pakistan in relation to FMD and in general on Transboundary Animal diseases (TADs). In particular, ensure that activities are coordinated with the FAO Regional Project on TADs (GTFS/INT/907/ITA) already operating in Pakistan;
• in collaboration with the National Project Director prepare work-plans for and implement project activities related to the three major components, namely: (i) improve laboratory capacity to diagnose FMD; (ii) improve FMD surveillance and response; and (iii) develop an effective vaccination strategy, are appropriately addressed and smoothly implemented;
• work closely with the Lead Technical Officer to ensure that project approach is consistent with the Progressive Control Pathway for the control of FMD;
• prepare terms of reference in collaboration with the National Project Coordinator and in consultation with the FAO Representation in Islamabad for the recruitment of national and international staff consultants and experts within the project and supervise their activities;
• work closely with the FAO Representation in Islamabad to formulate the contractual arrangements (Letters of Agreement) to be established with the Provincial Livestock Departments of Pakistan;
• provide guidance to the National Project Director and field officers to the development of national protocols and guidelines related to FMD with specific reference to: disease detection, control and containment; sample collection; handling and submission to diagnostic laboratories, epidemiological investigations in FMD outbreaks of disease and design of field studies;
• guide the preparation of the technical specifications for the procurement of project inputs (FMD vaccines, laboratory equipment, instruments, reagents, vehicles, etc.), in close collaboration with the personnel form the National Veterinary Laboratory (NVL) and organise the selection and procurement of equipment and supplies for the prorject;
• be responsible for preparing a detailed Monitoring and Evaluation (M&E) plan and closely monitor the progress of the work plan, achievement of project objectives and impact in line with the implementation arrangements and obligations of the approved project; implement corrective measures when needed;
• participate in the selection panel for the recruitment of national staff who will constitute the project management;
• ensure adherence to field security procedures of all staff and consultants involved in the implementation of the project;
• represent the project in Steering Committee meetings and Technical Advisory Group meetings;
• ensure proper project reporting;
• identify ongoing needs of national veterinary services, prepare project proposals for continuation of the work and seek donor support for their implementation; and
• perform other related duties as required.

MINIMUM REQUIREMENTS
Candidates should meet the following:

• University degree in veterinary science supplemented by post-graduate degree in a relevant field from a recognised university
• Seven years of relevant experience in the management of transboundary animal disease control programmes comprising both field and laboratory experience
• Working knowledge of English

SELECTION CRITERIA
Candidates will be assessed against the following:

• Extent and relevance of managerial and coordination experience including project identification and design in conflict and disaster-affected developing countries
• Depth of understanding of the socio-economic context, institutional set-up and challenges in relation to the control of FMD in developing countries
• Extent of experience in the coordination and facilitation of multistakeholder processes
• Demonstrated leadership, managerial, supervisory and interpersonal skills
• Quality of both oral and written communication skills, excellent drafting ability and analytical skills
• Demonstrated ability to prioritize tasks, plan and work independently without direct supervision
• Demonstrated ability to promptly deal with urgent problems as they arise; ability to work under pressure and within tight deadlines
• Working experience with international agencies would be an asset
