Regional Governance Program Specialist

Plan Regional Office for the Americas currently has the requirement for a Regional Governance Program Specialist for a period of two years.

The position has a regional role for the Regional Office of the Americas, and will be located in one of the countries in the region where plan has presence, depending on the place of residence of the selected candidate, with a local contract under the laws and regulation of that country.

About the Role

We are seeking a Regional Governance Program Specialists with good field experience and connections in the sector to support Plan’s goal to attain the vision of becoming a centre of excellence for child centered community development through organizational practice, profile and programming in the region of the Americas. The Program Specialist will provide technical advice and regional leadership. The main purpose for the post is to support Plan’s efforts in the region to promote a new institutionality based on the strengthened capacity and legitimacy of Government institutions to fulfil their responsibility as Guarantors of rights and to act efficiently and transparently to realize the rights of children. This includes:

(i) Strategy
•Develop frameworks and guidelines for Plan to effectively support the strengthening of the management and operational capacities of various national and local entities in charge of implementing public policies in favour of children. This includes working closely with the three Government branches.
•Develop frameworks and guidelines for Plan to support decentralization processes and to strengthen local governments.
•Develop frameworks and guidelines for Plan to support the institutionalizing of the participation of children, youth and communities within local power structures, ensuring the inclusion especially of excluded populations such as girls, young women and mothers.
•Craft a regional framework on how to identify, reach and provide appropriate support to strengthened good governance.
•Provide technical support to Country Offices on governance.
•Contribute to Plan International global strategy and program policy development insuring the mainstreaming of the issues of governance.
•Support and deliver knowledge sharing strategies to ensure that lessons learnt are published and distributed widely.

(ii) Management and Coordination
•Inform, motivate and advise Plan RO and CO staff on governance.

(ii) Other responsibilities
•Develop, support and provide leadership to regional and country level networks to increase Plan’s capacity in the area of governance.
•Provide support for research, publications and dissemination on governance.
•Provide training and other capacity building activities on governance.
•Facilitate exchange of experience in governance between program countries.
•Keep up to date with relevant global issues and changes in the area of go vernance.

What are the outputs and deliverables?

•Plan regionally gains a lead role and increased visibility on the subject of governance.
•Plan regionally achieves a high level of effective and innovative programming in governance mainstreaming.
•Represents Plan at a high level conferences, commissioned papers, articles and media interviews in the region and beyond.
•Increased and effective coordination with National Offices, other Regional Offices and other organizations to attract the resources and talent required for the region to attain the vision of excellence is issues related to governance.
