Director of Finance and Administration - Burundi/Great Lakes

Heartland Alliance is currently implementing programs in 15 countries in Africa, the Middle East, Asia, Latin America and the Caribbean.

Summary:
The Director of Finance & Administration, under the direction of the Regional Director, will be responsible for the day to day oversight of financial functions of Heartland Alliance’s Burundi office and regional sites. Responsibilities include: accurate and timely reporting to the Heartland Alliance headquarters in Chicago; preparation of periodic financial and accounting reports; monitoring and reporting on Great Lakes office expenses, advances and wire requests; managing the relationship between Heartland Alliance and in-country banks and tax authorities; direct supervision of accountants; and preparation of reports for donor organizations, including USAID. The position is dependent upon receipt of award/funding availability.

Essential Duties and Responsibilities:
•Generate and maintain all budgets for various donors;
•Ensure budgets are spent according to donor requirements;
•Prepare realignments and final financial reports to donors;
•Oversee and approve all payments by cash and wire transfer;
•Maintain proper cash controls, and review all bank reconciliations;
•Generate monthly financial statements and send to HQ on a timely basis;
•Ensure finance department and all donor requirements related to HQ;
•Review policies and procedures, and recommend revision as necessary;
•Prepare and allocate payroll and fringe benefits for international and national staff;
•Ensure that payroll tax is paid
•Oversee the tracking of project contracts and payments;
•Develop monthly cash flow projections;
•Manage cash requests from individual offices, and preparation of cash request for HQ;
•Contribute to policy decisions, and decisions related to overall goals of Heartland Alliance’s Great Lakes office
•Provide training to Finance staff, and assist in staff developing necessary skills to make them eligible for advancement;
•Oversee procurement department and maintenance of centralized procurement activities;
•Review and oversee update of procurement procedures;
•Ensure all staff use uniform contracts, invitations to bid, and other related forms;
•Ensure records are accurate and updated.

Qualifications:

•Education and/or Experience: Bachelor’s degree in business or finance and a minimum of 5 years prior financial experience with at least 3 of these years spent in a senior level finance management position in the international development sector;

• Other Skills and Qualifications: Demonstrated successful experience managing large U.S. government (e.g. USAID State Department) and United Nations-funded projects (e.g. UNICEF) including extensive knowledge of USG grant/contract regulations and procedures; High level of knowledge and experience in analyzing, interpreting and reporting variety of financial data; High level knowledge of accounting principles and techniques; Demonstrated experience working independently with minimal supervision;
•Demonstrated experience managing staff of finance / accounting professionals including prioritizing work assignments and meeting deadlines;

•Language Skills: Fluency in spoken and written English and French; Excellent oral and written communication skills. Demonstrated competency in public speaking and strong interpersonal skills required.

•Computer Skills: High level computer spreadsheet and word processing skills. Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
