Background

The International HIV/AIDS Alliance (‘the Alliance’ - http://www.aidsalliance.org ) was established in 1993 to support communities in developing countries to play a full and effective role in the global response to AIDS. The Alliance is a technical leader in building the capacity of national organizations that provide grants, technical and organizational support to an array of community level partners to scale up HIV related prevention, care, support, treatment, advocacy and policy programming. Through its model of working with national-level partners, the Alliance has pioneered work with most-at-risk populations, including people living with HIV, in many countries across the globe and has a wide range of participatory tools and resources to help build the capacity of civil society organisations, including NGOs, community-based and faith-based groups and networks.

In 2008 a Regional Technical Support (TS) Hub for East and Southern Africa was set up in Kampala, Uganda to scale up regionally-based technical support provision to East and Southern Africa, to increase South to South learning and use of appropriate evidence based programme approaches to reduce the impact of HIV and AIDS in the region. The TS Hub draws on key experts (both Alliance associates and those who are part of its consultant database) to deliver high quality technical support to civil society organizations and other key stakeholders in the region.

The Hub is now being relocated to Nairobi, Kenya, and will be hosted by KANCO, the Alliance’s partner in Kenya. The Kenya AIDS NGOs Consortium, (http://www.kanco.org ) is a national membership network of NGOs, CBOs and faith-based organizations involved in HIV & AIDS and TB activities in Kenya. Established in 1990 by a group of seven member NGOs, KANCO’s membership is open to all registered NGOs, CBOs, FBOs, people living with HIV & AIDS support organizations, learning institutions, and public and private sector organizations in Kenya. KANCO also provides for associate membership that includes individuals and development partners. Currently KANCO has a membership of more than 1000 civil society organizations (CSOs) that are networked, collaborating and bound together by a common vision – to see an AIDS-free Kenya.

The Alliance and KANCO are now seeking to recruit a manager for the TS Hub. This position is an exciting opportunity for someone with an entrepreneurial mind and the skills, experience and drive to lead and develop a young structure to increase capacity of communities to respond to the HIV epidemic. The ideal candidate will be a dynamic individual with a broad-based technical background in HIV/AIDS, as well as strong management and negotiation skills to lead the set-up of the Hub in its new location and its expansion in the region. The individual should also bring well-honed team building, communication and interpersonal skills in order to work with internal and external stakeholders.

Overall Role:

The Hub Manager will lead and manage the Alliance Technical Support Hub for East and Southern Africa and be the interface between the Hub and the Executive Director of KANCO. The Hub Manager is responsible for the development of the Hub as an effective and efficient technical support provider offering high quality technical support to organizations in the region and will build and lead a team of technical support providers.

The Hub Manager will be responsible for ensuring that the technical support needs of the region are analyzed and addressed, and for promoting and ensuring the utilization of best practice programme standards across all programme areas. The Hub Manager must be committed to evidence based programming and operational research to inform best practice and share lessons between countries and regions within Africa and beyond to ensure the Alliance learns and shares from activities to improve programme quality.

Responsibilities:

1. Strategic Planning and Development for the TS Hub

Objective: Lead on the development of an appropriate and sustainable technical support system that meets the technical support needs of the region and Alliance objectives and targets

• Provide vision, strategic direction and leadership to the Technical Support Hub Team in the provision and the delivery of technical support in the region.
• Lead the development of TS hub strategies (capacity building, knowledge management, business development) and annual action plans and budgets to ensure delivery of high quality technical support.
• Establish and develop partnerships with Alliance COs, LOs and partners, regional technical support providers, UNAIDS, donors, academic institutions and other strategic institutions.
• Identify needs and opportunities for the TS Hub in the region.
• Implement changes to the structure and functions of the TS Hub as may be required.
• Review the effectiveness of the TS provided by the Hub with a view to learning lessons and ensuring continuous improvement.
• Lead, develop and implement a successful resource mobilisation strategy that ensures financial sustainability of the Hub and availability of funds to address the TS needs in the region.
• Coordinate and provide significant technical input for individual funding proposals and bids
• Develop and operationalize organizational partnerships.

2. Leadership and Management of TS Hub operations

Objective: Lead and oversee operations to ensure smooth functioning of the hub.

• Maintain a close working relationship and strong communications with KANCO (the Executive Director) and the Alliance (the Programme Manager for East and Southern Africa and the Technical Cooperation Unit).
• Oversee the Hub’s finances and budgets in line with Alliance and KANCO procedures.
• Manage and coordinate the recruitment, training, induction and development of TS providers, creating a shared vision and team cohesion among short-term and long-term TS providers.
• Establish and oversee operating systems for the Hub that ensure timely delivery of high quality TS.
• Lead and develop coherent TS proposals and bids to ensure long-term funding for the Hub’s operations.
• Provide a strategic overview of short-term and long-term TS providers requirements for the TS hub based on needs of partners in the region.
• Co-ordinate the prioritization of requests for TS providers and their subsequent field deployments in consultation with other partners in the region.
• Manage the TS Hub in accordance with Alliance policies and procedures, ensuring regular performance management and the production of appraisals for both short-term and long-term TS providers.
• Ensure effective teamwork amongst the TS Hub staff and staff in TS recipient programmes and other partners.
• Provide leadership, support and performance oversight of other Hub staff.

3. Deliver, manage and quality assure technical support

Objective: To lead and deliver technical support in HIV prevention, care, treatment and support, other health areas, and organisational development

• Ensure that appropriate logistics, administrative and financial structures and procedures appropriate for effective TS delivery are established and / or maintained.
• Ensure quality assurance, monitoring, evaluation and management systems for delivery of technical support provision are in place to guarantee high quality TS is provided by the Hub.
• Facilitate the development of technical resource materials in the specific areas of expertise as required.
• Establish regional technical support initiatives to promote the use of evidence based best practice in the given area of expertise. Represent the Alliance at national, regional and international fora to promote development and profiling of the TS Hub.
• Develop good working relationships with other key national and regional stakeholders including NGOs, UN agencies and Donors.
• Managing external communications relating to the TS hub to external stakeholders.

4. Representation and marketing

Objective: To ensure that the TS hub is adequately represented in appropriate and relevant national and international for a

• Maintain close communications with all LOs within the East and Southern Africa region, ensuring their ownership and collaboration in the Hub’s development.
• Maintain links with the West Africa hub, sharing learning and expertise as required and able to support each other in the provision of appropriate TS in Africa.
• Establish and manage the roll-out of a marketing strategy for the Hub throughout the region.

Person Specification

Essential
o Post-graduate degree in Social Sciences, Public Health or Development
o Proven experience, excellence and credibility as a technical support provider and/or as a manager of an institution providing technical support
o Experience of working in more than one country in the East Southern Africa region
o At least 7 years experience in public health or development sector
o Proven experience of leading a team to deliver high quality programmes or equivalent experience mentoring and coaching staff
o Proven experience of working with civil society
o Proven experience in designing, developing, implementing and monitoring interventions and of managing budgets
o Proven experience of networking, representation at national or international levels
o Extensive donor liaison experience
o Self motivated and effective team worker
o Able to travel extensively within the region
o Fluent in English

Desirable
o Proven experience of Global Fund and USAID funded programmes
o Experience of starting up and/or running a business or non-profit entity
o Experience of recruiting, developing and marketing a team of personnel or consultants
o Ability to work in Portuguese; French would also be an asset
