Youth and Child Protection Program Director

Summary: This position provides oversight and general management of a child soldier reintegration project directed out of Bujumbura, Burundi; oversees the running of a residential center for girls and young women in Bujumbura; coordinates training of Burundian mental health and medical professionals; and facilitates a network of community mediators throughout Burundi. The majority of beneficiaries will be girls or young women who became soldiers as children, and this position requires working with government and service-related organizations and individuals who also work with former child soldiers. The Great Lakes Program Coordinator reports to the Director of International Programs. The position is based in Bujumbura, Burundi, and requires national and international travel.

Essential Duties and Responsibilities:

Supervision and Coordination of Residential Center (40%) • Contract with local organization to develop small residential program in Bujumbura for 200 former girl soldiers • Coordinate training by Heartland Alliance psychologists of one psychologist and two case managers in adolescent development and the treatment of traumatic stress and major depression • Coordinate training of local organization’s staff to conduct an intake assessment consisting of an interview elucidating individual experiences • Work with local schools to help some girls at the center find placement • Organize moderated family and community meetings, as appropriate • Coordinate follow-up services for girls who reintegrate with their families at the individual, family, and community level to intervene with problems early and promote successful re-integration • Find local organization with legal experience to help identify and provide legal services to female former soldiers who find themselves jailed or detained, and to provide individual case advocacy up to and including legal representation, for young women who are jailed as a result of problems related to traumatic stress and their history as combatants.

Coordinate Mediator Network (30%) • Establish a protection network to identify 500 former female child soldiers at risk of violence or in crisis, mostly in rural Burundi • Train and direct local organizations to conduct an assessment of their psychological and social needs • Interview a sample of 30 female former soldiers to obtain preliminary data on rates and types of abuse, prevalence of depression and anxiety consequent to traumatic stress, and to determine self-identified barriers to reintegration • Arrange and coordinate mediation training for mediators • Create an advisory council of community leaders to assist in developing strategies for reintegration • Make contacts within the government and in the human rights community for support for the project.

Management & Administration (30%) • Develop policies and procedures for residential program, in consultation with International Programs Director and HA professional staff • Review and assist International Programs Director in development of organizational policies and procedures • Assist in developing project funding proposals • Develop and maintain relationships with outside providers, both governmental and NGO • In coordination with the International Programs Director, provide regular reporting to Heartland Alliance and assists in preparing reports to donors • Other duties may be assigned.

Education and/or Experience: Bachelors degree and 2 years relevant experience.

Language Skills:

• Fluency in Frency required, must also be able to speak English

• Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, curricula, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, other information users, and the general public. Fluency in a second language strongly preferred; multi-cultural experience required.

• Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages.

• Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

• Certificates, Licenses, Registrations: none.

• Travel: The candidate must be willing to commit to live in Burundi and engage in frequent national and international travel. Passport or travel document required.
