Depending on professional background, experience and family situation, a competitive compensation and benefits package will be offered. The successful applicant will be offered a temporary appointment until 31 December 2011 limited to the Special Tribunal for Lebanon (STL). Any subsequent extension(s) are subject to terms of the Tribunal’s mandate and/or the availability of the funds. The Special Tribunal for Lebanon is an international inter-governmental organization with its own independent legal identity and not a UN organization. However, STL follows the UN common system for benefits and entitlements to its staff members. UN staff members may also serve on loan from their parent department/office, if selected. Appointment against this post is on a local basis.

RESPONSIBILITIES:

Under the direct supervision of the Analyst, the Investigations Assistant (Open Source) will be responsible for the following functions: Directed systematic searches of Arabic open sources in support of investigations, threat assessments, and trial preparations; Assess Arabic open source information for its relevance and reliability; Draft reports and memos based on assessment of open source information for Investigators and Analysts; Maintain a log of core sources and their affiliations; Perform all other relevant tasks as directed by the Analyst as required.

• Professionalism - Knowledge of open source research techniques and evidence collection; Understanding of the nature of potentially evidentiary materials and the importance of their appropriate handling/processing and storage; Capable of working independently and apply good judgement; Ability to apply and maintain confidentiality and to work free of national influences; • Client Orientation – Ability to tailor reports and dissemination of information to the particular needs of various clients. • Planning and Organising - Demonstrated ability to effectively and appropriately plan one’s own work; Ability to work under pressure with deadlines and on multiple tasks and projects simultaneously; • Technology Awareness - Fully proficient computer skills; Familiar with analytical software; Skilled in the use of the internet as a research tool, particularly in the Arabic language. • Communication - Excellent English language communication (oral and written) skills. • Teamwork - Excellent interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

QUALIFICATIONS:

Education: Completion of secondary education; formal training and/or demonstrable experience in information analysis, research in a political or security setting, or related fields.

Experience: At least 5 years of progressively responsible experience in research-related roles, ideally in a security or political environment. Experience in an international investigative environment would be advantageous. Possession of a university degree in a relevant field may be considered in substitution of years of experience. Languages: Arabic, English and French are the official languages of the Special Tribunal for Lebanon. For this post, fluency in oral and written English and a working knowledge of written Arabic are required. Knowledge of the other official language is an asset.
