Junior Analyst in Competition Law and Policy

We are looking for a junior lawyer or an economist with expertise in competition law enforcement and policy to provide support in the organisation of discussions on cutting edge issues of competition law and policy. The selected person will also provide assistance with the research and drafting of analytical reports and editing and supervising the production of related publications. S/He will also be asked to support the capacity building activities of the OECD Competition Division throughout the world. The selected person will work under the supervision of one of the division’s Senior Economists.

The Competition Division (http://www.oecd.org/competition) supports the OECD’s Competition Committee and outreach efforts, serving as a leading source of policy analysis and advice to governments on how best to harness market forces in the interests of greater global economic efficiency and prosperity.

Job Duties

  • Research on substantive cutting edge issues relating to competition law and policy.
  • Assist with the organisation of "roundtable" discussions for senior officials from national competition authorities in the framework of the OECD Competition Committee and its Working Parties
  • Assist with the organisation and preparation of outreach events for officials from competition authorities of non-OECD countries.
  • Help prepare publications resulting from "roundtable" discussions. Draft summaries of discussions and executive reports.
  • Review and summarise contributions from Competition Committee members and consultants.
  • Review and revise reports and studies for analytical and editorial quality.
  • Assist with the preparation and publication of documents, reports, journal articles and Policy Briefs, ensuring both timeliness and high quality standards.

Qualifications: education, experience, communication and languages

1. Education and experience

  • An advanced degree in law and/or economics, ideally with a specialisation in competition law or industrial organisation.
  • One to two years' experience in the field of competition law, either in a national or international administration responsible for the enforcement of competition laws or in the private sector (e.g., the competition practice of a major law firm) or in a university (e.g., teaching competition law).

2. Key competencies

  • Knowledge of substantive, procedural and institutional issues that arise in all aspects of competition law enforcement, including anti-cartel enforcement, merger control and control of abuse of a dominant position. Knowledge of the competition regimes of several OECD Member countries would be an advantage.
  • Strong analytical ability, including the capacity to present complex policy issues in a clear and concise manner, in a multidisciplinary context, and to deal with highly technical subjects.
  • Ability to work effectively in a multicultural team and to adapt to changing working methods and technologies.
  • Very good organisational skills, including the ability to plan and carry out independent research. Ability to prioritise tasks and to work efficiently under pressure in order to respect, tight deadlines.

3. Communication and OECD official languages

  • Excellent knowledge of one of the official languages of the Organisation (English and French), including an ability to draft well in that language; working knowledge of the other.
