Anti-Human Trafficking Investigations Adviser - Police Reforme Programme

The Police Reform Programme (PRP) is a long-term and comprehensive capacity building initiative to improve human security in Bangladesh. The PRP supports the transition from a colonial style police force to democratic policing by strengthening the Bangladesh Police’s ability to contribute to a safer and more secure environment based on respect for the rule of law, human rights and equitable access to justice.

Progress has been made in enhancing the Bangladesh Police response to investigation of serious crimes. However the majority of investigations are conducted at the Thana level by sub inspectors. The investigation training that is delivered is generic and does not address the specialist needs of contemporary investigation.

Criminal Intelligence units have been established with in the Criminal Investigations Department and the Dhaka Metropolitan Police. Specialist training has been provided and supported by the procurement of analytical software.

Duties and Responsibilities

The Consultant will work under the supervision of the Project Manager, Police Reform Programme.

Objective of the Assignment:


The THB Investigation Unit and the Criminal Intelligence Unit (CIU) have been operating since 2008. During that time the PRP has provided logistical and specialist training assistance however there has been considerable movement of personnel and as such both units are performing below expectations and investigations continue to be undertaken by investigating officers at the local Thana (police station) who do not have the specialist skills to conduct a thorough and professional investigation. In order to establish the current capacity of Bangladesh Police to respond to reports of human trafficking it is proposed to review the activities both nationally and locally. A revised training program will then be developed and delivered to the most appropriate personnel in the most appropriate locations.

Scope of work and expected outputs / deliverables and time frame:

  • Deliver three, five-day (3 x 5 day) training programs to and provide ongoing advice and support to the THB Investigations Unit and investigations officers in “hot spot” areas, including focus on victim support/referral. (23 working days).
  • Review the activities of the Criminal Intelligence Units in the CID and Dhaka Metropolitan Police to identify opportunities to improve the response. (b) Conduct workshops with senior police to support the establishment of intelligence management committee. The aim of the workshops is to identify options for the establishment of the intelligence management committee and (c) Prepare and deliver a presentation to the IGP and other senior police for comment and direction. (25 working days).
  • Review the activities of police Women and Children Repression Cell and Trafficking in Persons Monitoring Cell to identify opportunities to improve the response and link to police Criminal intelligence capacity. (12 working days).
  • Conduct workshops with representatives from Bangladesh Police to review current activities and training needs of court inspectors. Identify the required competencies and training needs (20 working days)

Reports: The consultant will provide the following reports/deliverables

  • 5 monthly progress reports ( October 2011 to February 2012)
  • A Final Report at the end of the assignment (in March 2012) detailing the outcomes/tasks completed with recommendations;

Inputs:
• Administrative support will be provided by PRP, inclusive of photocopying.
• Office facilities.
• Transport from and to airport.
• All transport while on assignment – required for official purposes

Competencies

  • Previous experience in conducting training needs analysis of policing organizations from developing countries.
  • Demonstrated capacity to design and implement training programmes related to criminal investigations in developing countries
  • In-depth understanding of the current capacity of Bangladesh Police to respond to human trafficking investigations.
  • Thorough understanding of the laws, regulations policies and procedures that direct police investigations in Bangladesh.
  • Good communication and interpersonal skills and experience in working effectively in a multicultural environment.
  • Excellent report writing skills

  • Flexibility to make ad-hoc changes as and when the need arises; ability to perform under stress; willingness to keep flexible working hours.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in Social Science or a related field.
  • A command-level rank, and/or multi-year education in police service may be accepted in lieu of the Masters requirement provided that this qualification is aligned with work in international development operations.
  • Specialization in major/organized criminal investigations.

Experience:

  • Minimum 3 or more years of experience in human trafficking investigations in South Asia and in particular Bangladesh.
  • 15 or more years in the investigation of serious crimes
  • Experience in change management, organizational development and/or capacity building, preferably in a development context.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Evaluation Criteria - total 70 marks
Experience in conducting training needs analysis of policing organizations from developing countries - 15
Capacity to design and implement training programmes related to criminal investigations in developing countries - 15
In-depth understanding of the current capacity of Bangladesh Police to respond to human trafficking investigations - 20
Thorough understanding of the laws, regulations policies and procedures that direct police investigations in Bangladesh - 20.

Only candidates obtaining a minimum 70 % or 49 points in the Technical Evaluation would be considered for the Financial Evaluation.

Financial Evaluation - total 30 marks

Total 100 marks = Technical 70 + Financial 30
