Assistant, Publication Developer , ITU

Organ:
The General Secretariat directs all the administrative and financial aspects of the Union's activities, including the implementation of the provisions of the administrative regulations on operational questions, the dissemination of information on telecommunication matters for operational and other purposes, the provision of legal advice to the Bureaux of the Union and the departments of the General Secretariat, logistic support to the Union's activities including conferences, the coordination of the work of the Union with other international organizations, the dissemination of information to the Member States and Sector Members, press, corporate and individual users of telecommunications and the general public. The General Secretariat is also responsible for the organization of world telecommunication exhibitions and forums.
Organization Unit:
The Conferences and Publications Department is responsible for ensuring communication between people involved in ITU activities and for the dissemination of ITU products, through its conference services (conference organization and logistics), language services (translation and interpretation in the six official languages, précis-writing, terminology and reference services) and documentation and publications services (text capture and text processing, electronic document management, publication composition, reproduction and distribution of paper and physical electronic products, and sales and marketing).
Duties / Responsibilities
Under the supervision of the Head of the Electronic Publishing Service, the incumbent provides assistance in developing the various electronic publications in ITU's six official language (English, French, Spanish, Arabic, Chinese and Russian) to be made available on the Web, USB key, DVD or CD ROM and performs the following duties:
  • Participates in the development of product specification, structures, overall table of contents and index definitions for electronic publications.
  • Creates and maintains utility programs to automate large-scale document processing, data import/export from/to web, Documentum or database to produce user-interface, document mapping to new templates, inserting bookmarks for active links and dynamic table of contents, generating indexes for keyword retrieval.
  • Tests conversion procedures. Processes and converts the original documents (e.g. MS Word, Photoshop, In-Design, Access reports, etc.) to suitable publication formats (e.g. Adobe Acrobat PDF, XML hypertext or HTML format) on the first run of production and for one off publications.
  • Creates and maintains Web pages for electronic and printed publications, including proper descriptions and cross-links between the appropriate Web sites.
  • Posts quality controlled version of electronic publications in the ITU documents repository (ITUDOC) for online access and creates final directories for pre-mastering CD-ROM/DVD editions.
  • Develops and maintains a database to describe technical problems in input documents and produces reports for corrective actions.
  • Keeps abreast of evolution of document management practices and publishing technologies (both optical disc and Internet publishing).
  • Performs other electronic publishing tasks deemed necessary.
  • Qualifications required
    Education:
    Complete secondary education with a diploma OR complete equivalent technical or commercial studies with a diploma.
    Experience:
    At least 5 years of experience in the field of the post. (A maximum of three years of studies in the field of the post and in a recognized school may replace the required experience on the basis of one year of education for one year of experience.)
    Languages:
    Knowledge of French or English at advanced level and knowledge of the other language at intermediate level. Knowledge of a third official language (Arabic, Chinese, Spanish, Russian) would be an advantage.
    Competencies:
  • Experience in CD-ROM, DVD and USB preparation, good programming skills in Visual Basic for Applications (VBA), Flash CS, Microsoft SharePoint 2010, AutoPlay Media Studio, LiveCode and Active Server Pages (ASP).
  • Knowledge of Visual Studio.Net, JavaScript for Acrobat, Photoshop, Structured Query Language (SQL), Dreamweaver, JavaScript, PHP, XML DOM, Access and electronic publishing tools for PC and MAC will be an advantage.
  • Demonstrated ability to work independently and in a team.
  • Flexible in working time and good communication skills are essential.

    Annual Salary: (Net of Tax)
    75,093.- CHF - 99,863.- CHF without dependants
