Project Profile

The Islamic Solidarity Fund for Development (ISFD), which is the poverty reduction arm of the Islamic Development Bank (IDB) Group intends to procure the services of a reputed, international consultant who will work with the ISFD to develop its full-fledged Strategic Plan for 2012-2015. The strategic plan for the medium term is expected to transform the ISFD into an innovative, leading organization in the field of poverty reduction. The Plan will also serve as a platform for launching strategic actions towards systematically accomplishing key activities against set Key Performance Indicators (KPIs) which will help the Fund to reach its objectives. The duration of the assignment is expected to be four weeks with a one week visit to the IDB Headquarters in Jeddah, KSA.

The ISFD invites eligible consultants to indicate their interest in providing the services for this short-term assignment. Consultants should provide specific information which demonstrate that they are fully qualified to perform/provide the services. The Expression of Interest (EOI), does not have a specific format or template, but should include (i) a letter of interest from the individual/ firm to participate in the assignment, (ii) profile of the individual/ firm (including evidence of the requisite expertise and skills), and (iii) list of similar assignments (i.e. portfolio of relevant similar work in Strategic Planning with descriptions of these assignments). Some key functions, among other, related to the assignment are as follows:

• Thoroughly review the current ISFD Strategic Plan (2008-2012), taking stock of what has been accomplished, what has not been accomplished, reasons for slippages, lessons learnt, and remedial/ mitigation measures.
• Make effective use of the significant data generated by the ISFD Strategic Retreat (19-21 December 2011), to build a robust Strategic Plan that can tactically position ISFD globally.
• Identify key strategic issues, internal and external forces that are currently impacting and shaping the ISFD, and those that may affect it in the future.
• Identify the Strengths, Weaknesses, Opportunities and Threats including Risks and Challenges that affect the ISFD.
• Based on the above, develop a Strategic Plan (2012-2015) which includes the ISFD Credo, Strategic Roadmap and Strategic Results Framework with key activities/projects against identified strategic issues, tasks to be accomplished, processes to be followed, KPIs; accountabilities, responsibilities and time-frames.

The Consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (2009).
