Programme Officer, Sanitation and Hygiene

The Sanitation and Hygiene Specialist will be part of the Africa team and will be expected to participate in multi-disciplinary project teams and the IRC Sanitation and Hygiene team. The Africa team consists of a team of professionals that combines action research, support to large-scale sanitation implementation programmes, and knowledge management to improve sanitation and hygiene service delivery. The Sanitation and Hygiene Specialist will contribute to the further expansion and strengthening of IRC’s sanitation and hygiene programmes in Africa; bridge conceptual development and on-the-ground realities. The incoming Programme Officer will contribute to this effort and will primarily work on sanitation and hygiene related projects and assignments in the Africa region.

Main responsibilities:
• Contributes to the development and implementation of strong country programmes through developing and / or managing of medium-scale and/ or small projects on sanitation and hygiene in Africa.
• Contributes to the conceptual development and strengthening of innovative sanitation and hygiene frameworks and their implementation.
• Pro-actively leads and supports on-going and future acquisition efforts to further expand IRC’s portfolio of sanitation and hygiene programmes and projects in Africa.
• Works with partners to facilitate and support change initiatives in rural and urban sanitation sectors and further expands IRC’s network of strategic partners.
• Provides inputs to new IRC publications and articles on a regular basis.
• Develops concept notes and proposals for new projects.

Requirements:
• Academic degree at master’s level.
• At least four years of relevant professional experience in an international context including at least 2 years field experience in one or more parts of Africa.
• Solid knowledge and experience in undertaking pro-poor and gender sensitive approaches to sanitation service delivery in rural and urban contexts including knowledge of software, economic, and hardware aspects of sanitation programming
• Preferably actual experience with implementing sanitation and hygiene programmes in the field. Particular knowledge and experience in urban or peri-urban areas is an asset.
• Solid research and analytical skills, with a proven ability to apply theoretical/conceptual knowledge in field situations.
• Proven writing skills reflected in a number of publications and a pro-active attitude towards the sharing of information and knowledge.
• Resource acquisition skills.
• Willingness to regularly work and travel for short and long term missions (estimated at least 25%, but possibly up to 50% of working time).
• Excellent interpersonal, communication and diplomatic skills.
• Fluency in spoken and written English and French.
• Flexible, self-motivated and capable of working independently (e.g. prioritising and setting one’s own goals and targets), in multi-disciplinary groups, and in informal and unstructured settings.

Details of the position:
You will be offered the position of Programme Officer, BBRA scale 10 or 11 (min. €2,396.62 to max. €4,380.72). Salary and scale will depend on your qualifications and experience. IRC has a working week of 36 hours. IRC welcomes applicants of any nationality, but the post requires having a work permit for The Netherlands (granted automatically for EU citizens).
