Voter Education and Domestic Observation Specialists (2)

The Democratic Governance for Development (DGD) project is managed by UNDP in support of elections and more broadly, the deepening of democracy in Nigeria. It is funded with contributions from The European Union, the UK Department for International Development (DfID), UNDP, the Canadian International Development Agency (CIDA) and the Korean International Cooperation Agency (KOICA). The project duration covers the period 2010-2015.
It aims to consolidate and advance democratic governance and accountability in Nigeria to achieve the country’s stated development priorities and outcomes as specified in the Federal Republic of Nigeria (FRN) United Nations Development Assistance Framework (UNDAF) namely: improvements in accountable governance in accordance with the rule of law and in response to public demand, in the key areas of elections, justice, and anti-corruption. An integral, cross-cutting aspect is the promotion of gender equality and women’s empowerment for sustainable democracy and development.
These objectives are pursued through six distinct and inter-related programming components:
  1. Strengthening of the National Assembly;
  2. Strengthening of Political Parties;
  3. Improvement of the Electoral Process;
  4. Increased Capacity and Performance of Civil Society;
  5. Reinforcing the role of the media;
  6. Empowerment of Women.

The Consultant(s) will support the DGD/CSO transitional work plan –specifically the documentation and mapping of CSO partners and non-partners programming relevant to DGD’s primary objectives of supporting NASS, INEC, political parties and deepening democracy in Nigeria.

Duties and Responsibilities

Documentation of CSO partner’s work:
  • Hold one on one meetings with CSO members, staff, leadership to secure more in depth information regarding their activities;
  • Document the challenges and lessons learned as experienced by DGD’s CSO partners;
  • Develop a report (including initial outline, table of context, and DGD CSO partner’s challenges and lessons learned.
Mapping of Relevant CSOs working in areas relevant to DGD’s work;
  • Provide snapshots of CSOs relevant to DGD’s work—especially those working in the context of coalitions and or platforms; and
  • Develop a database of contact information for those CSOs;
  • Complete a desktop review of CSO strategic plans, mapping etc. that has already been completed.

CSO documentation:

  • Excellent work experience in engaging civil society organizations in the areas of civic education, advocacy, legislative reform, gender and youth;
  • Ability to lead strategic planning, results-based management and reporting;
  • Ability to work with minimal supervision;
  • Ability to lead formulation and evaluation of development programmes and projects;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates strong oral and written communication skills;
  • Builds strong relationships with clients and external actors;
  • Computer skills: Proficiency in MS Office Suite.

Required Skills and Experience

Education:
  • A minimum of an advanced university degree in the field of political science, law, international relations or other social science related subject.
Experience:
  • At least seven years progressive professional experience in CSO engagement- especially in the areas of civic education, advocacy, and legislative reform;
  • Familiarity with the DGD CSO programming and/or similar programmes; and
  • Familiarity with Nigerian political landscape an advantage
Language Requirements:
  • Strong skills in written communications in English;
  • Excellent spoken English is also required.

Application Submission Process:
Qualified consultants are invited to submit their detailed CVs outlining their experience and daily fees. Fees quoted should include all costs (except travel specific to this assignment which UNDP would cover).
Evaluation:
A desk review of the CVs by DGD will be made based on the cumulative analysis of the technical qualifications and financial proposal. The proposals will be scored as follows:
Education – 15%
Experience in working with CSOs in Nigeria – 25%
Experience in report writing and documentation of CSO activities – 30%
Financial proposal – 30%
TOTAL – 100%
