Financing Specialist/Health Economist - Clinton Health Access Initiative

The Clinton Health Access Initiative (CHAI) works in partnership with country governments, partners, and other major stakeholders to identify the key obstacles to access and scale-up of essential health services, and to develop sustainable strategies to overcome them. At the request of our partner governments, and given the current global funding landscape, CHAI is increasing the technical support it is providing to governments in overcoming financing barriers to achieving universal access of health services.

CHAI is looking for a Financing Specialist/Health Economist (part-time or full-time), support the organizations work oriented around assisting governments to address significant funding shortfalls in their health sector over the short and long term. CHAI seeks to address these funding challenges by working hand in hand with our government counterparts in the identification of funding inefficiencies and improvements in allocation of resources across the health sector, exploring innovative financing mechanisms to mobilize additional resources domestically and internationally, and supporting health financing planning processes more broadly.

CHAI works in close partnership with the Ministries of Health in these countries across various complementary program areas, with a view to enabling access to high-quality health services to all in need, partnering with governments and other stakeholders to strengthen health care systems, and developing sustainable strategies to overcome obstacles to scale-up. Alongside the teams executing this existing work in country, the Global Health Financing Team provides technical support across these various country teams. The Financing Specialist/Health Economist will work as part of this global team to support the development of CHAI's global health financing strategy and will provide both remote and in-country technical support to country teams and governments in an advisory capacity as necessary.

Responsibilities: The health financing specialist/health economist will work through and in partnership with CHAI in-country teams to provide support to country governments, particularly Ministries of Health and Finance. This will encompass a range of analytical and communications responsibilities, but will be focused on technical analysis, guidance and writing. The scope of work will be focused on health sector-wide financing reforms and broader public sector financing reforms, but may also include disease specific (e.g. HIV or malaria) analyses as required. Operating with substantial independence, he or she will:

•Undertake quantitative analysis and evaluation of health financing options (policies, traditional and innovative financing mechanisms, health insurance schemes, among others) in and across countries, and their impact on fiscal space. As required, conduct deep-dive analysis and develop models to explore specific health financing options

•Facilitate idea exchanges across other topic and country experts on health financing challenges

•Provide technical support to teams in thinking through country-specific assumptions, scenarios, and implications associated with different health financing options

•Provide technical expertise to CHAI country teams and governments in the area of evaluating health financing options, including carrying out quantitative analysis and modeling in the following areas:

o Forecasting future resource flows, including consideration of macroeconomic variables

o Forecasting of health financing needs, including consideration of demographic trends

o Bring together various assumptions and data sources to calculate resource gaps and assess different modeled scenarios and their impact on the projected gaps.

o Conduct sensitivity analyses as needed.

o Note: for the above-mentioned forecasting, prefer excel-based modeling of scenarios that is intuitive to country teams and government, rather than complex modeling

Given the nature of the program, and the entrepreneurial environment of CHAI, the financing specialist/ health economist is expected to be self-motivated, flexible and able to deliver results within tight timeframes.

Qualifications:

• Minimum of 5 years of relevant work experience (e.g. in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO or think tank)

• An advanced degree in public policy, business, economics, international public health or other relevant discipline

• High levels of proficiency in Microsoft Word, Excel and internet applications

• Knowledge of and experience in health systems and health care financing (including health insurance schemes) and/or public sector financing

• Experience working with government ministries (Ministries of Health and/or Finance)

• Structured thinker with excellent analytical skills and experience analyzing data

• Strong writer, facilitator and oral communicator, who can distil and explain complex concepts to varied audiences

• Demonstrated ability to work independently

• Willingness to travel internationally
