  1. Organizational Context
The Civilian Technical Assistance Program (CTAP) is an Afghan government program that aims to create stronger government institutions with more effective structures, efficient processes and skilled personnel. CTAP helps Afghan government organizations to implement capacity development and performance improvement programs by providing them with skilled international technical experts and capacity development advisors.
The Ministry for Education is mandated to develop human capital base through all levels of education. It aims to provide equitable access to primary, secondary and tertiary education for all children and adult students. It seeks to maintain a high quality of education through monitoring and evaluation and constant performance appraisal.
This ministry is responsible for general education,teacher training, management of education infrastructure, Islamic education, technical and vocational training, curriculum development and literacy in almost every district in Afghanistan.
On behalf of the Ministry of Education (MoE), CTAP is now seeking to fill the position ofArchitectural Designer and Management Specialistto work in the Ministry of Education’s Infrastructure Services Directorate, under the management of the Director. This position is open to international passport holders only: Afghan expatriates and nationals of the regional countries are especially encouraged to apply.
  1. Position 2.1 Nature and Scope of Assignment
This assignment involves supporting a government-led capacity development program within the Ministry of Education’s Infrastructure Services Department (ISD). Under the supervision of the Director, the successful candidate will provide technical advice, management support and technical inputs required to allow ISD to achieve the target of providinga safe learning space for the school children of Afghanistan. The successful applicant will be expected to work with and through his/her Afghan national counterpart/s, and to progressively transfer skills and responsibilities to them. This position does not involve management or line responsibilities.
2.2 Duties and Responsibilities
Under the supervision of the ISD Director, the successful candidate will work with the head of the design section and other ISD staff assigned to him/her as counterparts, with assistance from the CTAP Capacity Development team and other relevant staff and advisors. The Architectural Designer and Management Specialistwill: • Assist ISD in reviewing and updating architectural design specifications as they relateto educationinfrastructure buildings of ISD/MoE; • Guide and assist a team of architects in new designs, and review and revise of existing architectural design drawings of typical school buildings and other education infrastructures; and prepare new standard designs as per the ISD needs; • Assist and build capacity of the team in architectural design of education infrastructure buildings including landscape and other physical amenities; • Guide and train the team of architects in current software used in thearchitectural engineering field; • Work out the architectural design specifications for ISD that are adaptable to Afghanistan; • Be able to plan and coordinate all phases of architectural project designs from conceptualization through planning, design and final execution; • Possess a solid knowledge about the utilization of new construction materials available on the market (prepare a check list); • Lead the team for preparation of models of some important projects; • Review of the NESP document and summarize the needs in a strategic plan; • Work closely with the other National and International Technical Advisors in reviewing the design and drawings of typical buildings, develop and implement a Quality Control and Quality Assurance Manual, Estimation & BOQ Preparation Systems, Planning Manuals, Maintenance Strategy and etc.
2.3 Deliverables
The deliverables expected from the Architectural Designer and Management Specialistare: • Reviewed and updated architectural design specifications for education infrastructures of ISD/MoE. • Reviewed and revised existing design drawings of typical school buildings and other education infrastructures; and prepare new standard designs as per the ISD needs. • Prepare proper training action plan and evaluationsof the counterpartscapacity at different intervals. • Team of architects fully trained in using the latest software used in the architectural engineering field. • Planed and coordinated architectural project design phases from conceptualization and requirements determination through planning, design and final execution.
2.4 Skills, Experience and Qualifications Required
The successful candidate should have the following skills, experience and qualifications: • University degree from a well recognized university in Architectural Design, Masters Level or above is preferred. Experience in the design of education facilities. • Minimum 10-years experience in architectural design and project management, including at least 5-years experience in the management of construction projects. Relevant work experience in postwar countries and under-developed countries is a plus. • Should have solid experiences in using AutoCAD (2D, 3D and 3D MAX) and be capable of training the counterparts in current software relevant to the field; • Proven track record of experience in child-friendly design and in government led education infrastructure projects is an advantage; • Ability to focus on and follow through priority activities and assignments. Ability to handle multiple tasks effectively without compromising the quality, team spirit and constructive working relationships with all colleagues. • Ability to actively seek and improve services, offer new and different options/initiatives to solve problems and meet client needs, and promote and persuade others to consider new ideas. • Knowledge of Dari and/or Pashto Languages is a plus
