Facility Support Unit Programme Manager- DAI - East Africa


Objective of the role:
We are looking for strong project managers who have worked on projects where they have taken the lead in providing SMEs with access to finance to invest in small scale renewable energy or energy efficiency projects.

Duties and Responsibilities:
  • Create and manage a Facility Support Unit (FSU) that will lead the promotion of climate finance through local financial intermediaries to increase financing for smaller renewable energy and energy efficiency projects.
  • Lead the collaboration with all relevant stakeholders, for example donor programs/facilities, DFIs, sponsors of RE projects and EE service providers, including ESCOs, vendors, installers, equipment suppliers, to develop bankable projects that can be financed by the local financial sector
  • Manage an international team of varied experts, from financial, technical and policy levels, to satisfy stakeholders’ needs from the Facility Support Unit.
Requirements:
  • The Team Leader will oversee the implementation of the project, working with and coordinating the inputs of international and local finance, engineering, marketing and training experts.  S/he will provide leadership on the overall technical direction of the project and serve as the main liaison with donor staff and the participating local banks, ensuring buy-in and smooth project implementation. 
  • The Team Leader will be responsible for ensuring all project deliverables and goals are met, including pipeline generation and lending targets, and s/he will meet regularly with the donor organisation to provide updates and address any concerns.
  • The Team Leader should have experience of mobilising investments in renewable energy or energy efficiency in Africa. Experience in Kenya, Uganda, Tanzania and/or Rwanda would be an advantage.
Key Skills:
  • Minimum 10 years of experience in renewable energy or energy efficiency technologies
  • Minimum 5 years of experience in mobilising investments in renewable energy or energy efficiency
  • Minimum 4 years’ experience of implementing Sustainable Energy Finance projects, working with formal or informal lending institutions, with donors such as the EBRD, IFC or EIB
  • Proven success managing complex projects involving long term and short term experts in areas such as finance and engineering
  • Track record of managing relationships with senior stakeholders at Banks and Donor Organisations
  • Experience of MSME Finance, MSME marketing and/or MSME credit and risk management would be a distinct advantage
  • MBA or other relevant advanced degree
  • Experience working with EBRD, World Bank, EIB, UN is highly desirable
  • Fluency in Kiswahili is highly desirable
