Function
Within the Directorate General Information Systems (DG/IS) at the European Central Bank (ECB), the Quality and Management Services Section provides the following services: (i) implementing process and quality management systems (ISO 9001, ISO 20000 and SDLC); (ii) maintaining the IT service catalogue; (iii) coordinating and supporting project portfolio planning and monitoring; (iv) coordinating and supporting procurement planning and execution; (v) managing suppliers and monitoring service levels; (vi) managing licences; and (vii) providing financial and human resources planning and monitoring.
The successful applicant will be assigned tasks to assist a team responsible for the following: (i) IT performance management; (ii) the IT quality management systems; (iii) the IT service catalogue; and (iv) IT process risk management.
The successful applicant will be entrusted with the following tasks:
  • providing technical administrative support to the Quality Management Office, i.e. organising meetings, setting up agendas, preparing documentation and/or presentations;
  • contributing to the maintenance of the DG/IS IT process landscape and service catalogue;
  • compiling reports on performance management (key performance indicators), continuing development and service catalogue onboarding activities;
  • liaising and carrying out follow-up work with project managers and project assistants in order to ensure that up-to-date information with regard to the timely completion of tasks is available;
  • maintaining the central filing system for DG/IS IT processes in line with the ECB’s documentation management system and policies.
Qualifications and experienceJob-specific technical competencies
  • vocational training or a formal qualification in business, administration or another relevant subject, or a proven ability to perform the tasks required by the position;
  • experience in following quality management framework processes used within an international organisation;
  • familiarity with IT terminology, in particular quality management frameworks, and a good understanding of the IT environment;
  • experience in preparing management presentations.

The following would be an advantage:
  • two years’ experience supporting a team of experts and/or managers, i.e. organising meetings, setting up agendas, preparing related documentation;
  • knowledge of IT performance and IT risk management;
  • previous experience with IT/Information Technology Infrastructure Library processes;
  • experience in applying the ISO standards;
  • practical experience in data processing.
Generic technical competencies
  • a very good command of English with proven drafting ability and a working knowledge of at least one other official language of the EU;
  • a very good knowledge of MS Office, in particular Word, Excel PowerPoint and MS Project;
  • a good knowledge of document management systems, such as Open Text Livelink.
