Purpose
The role of the NPP Assistant Program Manager (APM) is within the operational framework of the NP Philippines Program. Specifically, the APM assists the Program Manager in providing technical oversight and facilitating the planning, implementation, monitoring and evaluation of NP Philippines Program and Staff Security and Safety Management according to NP Philippines’ overall mandate, program log frame and Staff Security and Safety hand book /GMSSS.
The APM will assist the Program Manager in providing direct technical and administrative line management to the Information Officer, Documentation Officer and Heads of Field Office (HFO's). In addition, the APM is expected to visit and support the all field sites on a regular basis in close coordination with Program Manager. In the Program Manager’s absence, the APM will take on the roles and responsibilities of the Program Manager in close coordination with management team of NP in the Philippines
Key tasks and responsibilities
Strategy and Front Line Delivery
• Under the supervision of the Program Manager, ensure program operations and Staff Security coordination of all field sites and the main office staffs.
• Work closely with Program Manager to support NPP management team in building and maintaining sound stakeholders relationships across the conflict paradigm
• Liaise closely and continuously with the field site representatives on staff security aspects of Program planning and execution, including maintenance of all relevant documentation. Develop and drive a deep understanding with staff that ‘program work and staff security and safety are inextricably linked’.
• In coordination with the Program Manager review the weekly and monthly plans and ensure that necessary coordination is taking place both at field level and the Cotabato level.
• Maintain regular link with the International NP Director of Admin as technical line manager on safety and security issues, particularly in relation to important changes in the conflict context/situation, major security incidents and amendments to the NPP Staff Security and Safety Manual/GMSS.
• Support the Program Manager in organizing and coordinating the overall operational activities of the Civilian Protection Program of NP Philippines. S/he is tasked to consolidate regular reports from all field sites while ensuring documentation standards are in place, followed and submitted to the Program Manager;
• Assists the Program Manager in ensuring that the Civilian Protection activities are implemented in accordance to the International Monitoring Team (IMT) mandate and in compliance with NP Philippines’ standard operational procedures and guidelines, and within the defined allocated budget;
• Assist the Program Manager to monitor and assess the effectiveness of Program activities and also prepare quarterly and yearly reports, including relevant donor reports;
• Assist the Program Manager in developing an overall Program log frame and field site specific log frames along with measurable indicators;
• Assist Program Manager in formulating strategic policy guidelines related to the design, development, implementation and evaluation of NP Philippines programs.
• Fleet management including supervising of all NP’s vehicles maintenance, repair and transport arrangement.
• Assist Country Management Team in setting up new field offices as well as assessing and developing new projects in the Philippines,
Staff Management
• Provide regular support and supervision to the staff of the program including guidance in formulating individual work plans on a weekly and monthly basis in consultation with the Program Manager;
• Assist the Program Manager in conducting annual performance evaluations of all program staff based on agreed work plans and deliverables;
• Recommend and endorse to the Program Manager capacity building interventions or development opportunities for the program staff;
• Attend management team meetings, if it is required
Representation and Networking
• Represent NP in the IMT, as a member organization of the CPC if the Program Manager is on leave or absent.
• Represent NP Philippines at relevant conferences, seminars and other stakeholders’ meetings particularly those related, but not limited to the IMT and CPC members in close consultation with the Program Manager
• Collaborate with other groups, organizations and institutions working in program operations in the area of responsibility and explore avenues for cooperation and strategic alliances while upholding and adhering to NP's principles of non-partisanship, neutrality and impartiality.
Internal Coordination
• In consultation with the Program Manager, ensure effective coordination, communication and collaboration on a daily basis among the program staff in Cotabato Main Office while ensuring this is replicated at the field level;
• Coordinate with the HFOs regarding security issues and updates, and integration thereof into program planning;
· In coordination with the Program Manager and the respective HFOs, facilitate field visits of NP staff, donors, external partners, media and other key relevant visitors in designated NP field sites.
· Work closely with the program to produce talking points, press releases, and other written materials for internal and external messaging.
▪ Provide editorial input for materials generated by NP’s Global Communications and Fundraising Team, and NP staff.
▪ Work with the Programme Manager, and other staff concerned, to generate success stories and other publications to communicate Nonviolent Peaceforce’s impact, expertise, and value
▪ Work with the program manager to identify, develop, and maintain media contacts in print, radio, television, and online outlets to encourage coverage of Nonviolent Peaceforce programs.
▪ Work with NP staff to generate story ideas that increase awareness of NP and its impact in protection, peacekeeping and violence reduction in Mindanao.
Strategic Communications
▪ Work with Communications Team to develop strategic communications plans, and track/ determine impact of targeted strategies.
▪ Work with Communications Team to adapt communications strategies to reflect changing priorities and evolving needs of NP.
▪ Identify key outreach opportunities to advance strategic NP messages, including local fundraising.

Person Specification
EDUCATION & TRAINING REQUIRED & PREFERRED
University degree or equivalent in a related field
(Social Science, Development Studies, International Relations, Management, or a similar relevant field.)
Formal Training related to conflict, peacekeeping or nonviolence
Degree in PeaceBuilding &conflict mediation and/ or management
Certificate or diploma course in peace building, conflict transformation or nonviolent peacekeeping
WORK EXPERIENCE REQUIRED & PREFERRED
Minimum three (3) years relevant work experience NGO/humanitarian work
Minimum three (3) years work in an international organization
Post-conflict/conflict area experience
Cross-cultural work environment
Worked with grassroots or community-based organizations
Exposure to Mindanao context
Dealing with armed groups, the military and the local and national government officials
Experience in community organizing/mobilization
Protection/ ceasefire monitoring
