Country Program Leader
WorldFish is seeking a Country Program Leader for the CGIAR Research Program on Aquatic Agricultural Systems (AAS).
The AAS Country Program Leader – Solomon Islands will be based in Honiara, Solomon Islands. You will be responsible for staffing, implementation and management of the AAS Program in Solomon Islands to ensure delivery on a program of Participatory Action Research, manage partnerships to deliver development outcomes through the scaling pathways of AAS. Working with the WorldFish Country Manager they are responsible to ensure training, resourcing and infrastructure is in place to support AAS activities. The Country Program Leader will also contribute to Program-wide development and management of the AAS program.
Key Responsibilities
- Manage and implement CRP AAS Solomon Islands country program with regards to developing, establishing and maintaining partnerships, staffing, monitoring progress, reporting on achievements, and communicating with internal and external audiences.
- Travel internationally as required for Program leadership meetings.
- Under general guidance of the Regional Director, coordinate project development efforts. Within country conduct consultations with regional, national and local partners to scope specific opportunities for future collaboration, develop budgets, and draft proposals.
- Act as project leader for specific pieces of research and contribute to development of the Pacific research agenda.
- Co-ordinate research activities of scientists working in Solomon Islands to ensure consistency and continuity with the AAS principles.
- Publish learning from the Program
- Budget owner for AAS budgets Solomon Islands; accountable to Country Manager with assistance of Business Manager.
- Develop the AAS Program of Work and Budget annually
- Manage program M and E processes, undertake regular progress reporting as required by the M&E process
Skill Requirements:
Essential
- PhD in fisheries, natural resources management, ecology or social science
- 5 years post-graduate professional experience in research and/or rural development
- Proven publication, report writing and presentation skills
- Proven analytical ability, strong initiative, good judgment
- Excellent research skills in an area relevant to regional priorities in fisheries, natural resources management, aquaculture, agriculture or social science
- High degree of cultural sensitivity and proven record of effective working relationships in developing countries
- Excellent communication skills required with strong command of written English

- Experience coordinating multiple teams successfully
- Successful project development and fundraising experience
- Experience in organizing research communications and dissemination
- Systems orientation to problem identification and solving
- Experience in participatory action research
- Knowledge of Pidgin
