Project Manager – Fisheries and Aquaculture Development
Working as part of the project team, the incumbent will be expected to support the planning, implementation and monitoring and review of an aquaculture and Fisheries research and development initiative in Timor-Leste, in partnership with the National Directorate of Fisheries and Aquaculture (NDFA), Ministry of Agriculture and Fisheries and other national partners.
Key responsibilities
- Provide in-country coordination and support for WorldFish aquaculture and fisheries development projects in Timor-Leste and contribute to the establishment of WorldFish representation in the country.
- Mentor NDFA Aquaculture Working Group (AWG) in planning, implementation and M&R of ’Aquaculture Timor-Leste project’ aimed supporting implementation of Timor-Leste National Aquaculture Development strategy
- Provide substantial technical and logistical guidance to field-based research activities undertaken by NDFA and other national partners including NGOs and universities.
- Provide senior administrative support to project Leaders, including preparation and monitoring of partner agreements, work plans, and budgets.
- Supervise the work of administrative staff in Timor-Leste.
·Serve as the focal point for communications about WorldFish’s aquaculture and fisheries development projects in Timor-Leste, liaising with WorldFish Timor-Leste team as well as local partners, government agencies and other institutions.
Skills and abilities
- Demonstrated experience in project management and team coordination, including budget planning and financial reporting;
- Ability to work with a diverse range of partners in civil society, government and community;
- Knowledge of Participatory development and livelihoods approaches in support of aquaculture, natural resources management or community development projects;
- Demonstrated experience in the collection and analysis of social and natural research data
- Excellent communication skills required with strong command of writing in English
- Proficiency in Portuguese and/Tetum languages would be an advantage
Qualifications and experience
- MA / MSc/PhD level qualifications in aquaculture, fisheries, natural resources management, social science, rural development or related field;
- At least 3 years of post-graduate professional experience in research and/or rural development;
- Field experience working with NGO or donor-funded projects on natural resources management, rural development, or environmental conservation; and
- At least 2 years work experience in developing countries, preferably Timor-Leste desirable.
