Restless Development is the banner carrier for youth-led development, demonstrating from the grassroots to the global policy levels that young people can and must play a lead role in development. As part of Restless Development’s Global Strategy 2011-2015, we are working towards a sustainable and diverse revenue model and we aim to raise 50% of financing from in-country sources. This role will lead Restless Development’s new regional strategy for East and Southern Africa acting as a liaison with strategic regional partners, engaging Directors and members of the international team from investments and partnerships, programmes, and policy and practice appropriately. This will include planning the set-up of a future regional hub such as Pretoria or Nairobi where the role will be based. This is an exciting role which involves close working with many teams, often remotely, and with regular travel across Africa.

We are looking for a Human Resources Advisor to complete our team who would like to take on the challenge to support the transformation of SNV’s Human Resources base into a flexible workforce and develop the competencies of our staff.
Our HR team is supporting the recruitment and deployment of key staff in our expertise areas (Agriculture, Renewable Energy and WASH) globally. This position is a senior position leading the WASH sector support and providing general assigned HR services, reporting to the Head of HR.
KEY RESPONSIBILITIES  
  • Develops and (after approval) executes HR workforce plan for the WASH sector aligned to the global HR strategy within the given financial budget and timelines;
  • Builds, manages and maintains external and internal pools of candidates to quickly meet current and future workforce needs
  • Coordinates deployment and recruitment of employees in the sector in line with sector business needs and sector HR plans and policies;
  • Ensures continuous professional development of staff through performance management, talent management and learning and development plans in order to build a pipeline of current and future available professionals;
  • Supports line management, and HR staff in our countries with advice on HR issues and acts as an effective sparring partner;
  • Leads or participates in global HR projects;
  • Supports Business Development by ensuring that CVs and information on staff is up to date in the database and by providing input for the resourcing of proposals;
  • Develops and maintains knowledge on HR related issues and stimulates knowledge sharing;
  • Collects, analyses and reports on HR data for steering of the sector workforce by management;


REQUIREMENTS
  • Academic degree in a relevant discipline;
  • Seasoned HR professional with understanding of development aid and international HR;
  • Relevant HR work experience and up-to-date network in the WASH sector;
  • Organizational Sensitivity; able to create support and commitment in implementing organizational change
  • A flexible team player who is efficient, service oriented and communicates well;
  • Track record in project management;
  • Fluent in English (both spoken and written).
  • Must be able to travel occasionally.

Background
The Department for International Development’s (DFID) Climate and Environment Department focuses on supporting developing countries to reduce poverty, respond effectively to the impacts of climate change and protect natural resources – therefore securing current and future development gains.  DFID intends to establish a Technical Assistance Facility under its £60million programme for Investments in Forests and Sustainable Land use.

Programme Summary
The programme has the broad aim of catalysing increased private investment in sustainable forestry and ‘reduced-deforestation’ agriculture. It works to support a transformation to sustainability in markets for commodities that are associated with deforestation, including timber, palm oil, soya and paper. The beneficiaries of the services will be developing countries seeking to manage forests sustainably.

Investments in Forests and Sustainable Land Use will support a set of innovative public-private partnerships which demonstrate how the private sector can contribute to a reduction in rates of deforestation, as well as a range of related enabling activities to address barriers to investment. Expected results include improved livelihoods, more sustainable jobs, avoided deforestation, reforestation of degraded land, and leverage of private finance.

The programme has four components and will run over an initial four-year period from 2015:
Component 1: support buyers (public and private) in commodity supply chains associated with deforestation to develop and implement sustainable procurement polices
Component 2: will support improvements in the policy and regulatory environment to facilitate private investment in sustainable forestry and agriculture
Component 3 &4: will be focused on the provision of finance to catalyse investments in sustainable forestry and deforestation-free agriculture in developing countries

Overview of the position
Reporting to the Team Leader the Fund Manager is responsible for providing high level financial, budget and administration support to the programme.

Key responsibilities
  • Responsible for formulating and overseeing the programme’s overall grant strategy and budget;
  • Develop budgets and together with the monitoring and evaluation function, assuming contract and payment execution and implementation oversight once the grant is awarded;
  • Guide and oversee qualification process for grants, including capability assessment of prospective grantees;
  • Provide guidance and training in grant management to ensure compliance with the overall requirements of the programme;
  • Supervise and support local grant managers in each of the target locations;
  • Ensuring creation of correct scopes of work for all grant agreements and contracts together with the Fund Manager and Team Leader
  • Maintaining grant management policies, procedures, and practices and providing policy, guidance and interpretation to programme staff and grantees

Candidate Profile
  • Bachelor’s degree in either management, finance, accounting, auditing, financial management or other related field;
  • Professional accounting qualifications e.g. ACCA;
  • At least 8 years of managing finances for multi-country/regional programmes for international NGOS;
  • Demonstrated work experience and knowledge of public sector related funds’ grant processes, including grant accounting and financial reporting;
  • Knowledge and understanding of donor regulations and compliance issues related to management of donor funds, and in particular with DFID;
  • Knowledge of understanding conservation management, sustainable forestry and environmental development;
  • Experience from working in international teams and relationship building with with a range of grantees, facilitating the delivery of a variety of projects and ensuring their financial compliance to the grant funding rules;
  • Excellent report writing, presentation and computer skills (SAP is an advantage)
  • Proven experience in risk management;
  • Exceptional problem solving, analytical and decision making;
  • High level interpersonal and communication skills
  • Willingness to travel to any of the target countries
  • Fluent in English

SNV is seeking Water, Sanitation and Hygiene experts for an anticipated USAID-funded Nutrition and WASH project in Rwanda. The goal of the project will be to improve childhood nutrition and health in key vulnerable areas by focusing on community sanitation and improved feeding practices.
The WASH Experts will be primarily responsible for ensuring that strategies to increase the use of improved sanitation facilities and improve hygiene behaviors related to nutrition are technically sound, up-to-date, of proven efficiency, and able to be implemented in local settings. S/he will work with district governments to develop gender sensitive WASH plans that support increased access to drinking water supply through public-private partnerships. Experts will ensure development of detailed implementation plans, collection of appropriate baseline and monitoring data, as needed, clear process and impact indicators, and effective project monitoring and evaluation procedures to ensure accountability and make improvements in children’s lives. The expert will also guarantee timely and accurate donor reporting as well as seek to continuously improve programs and initiate new project implementation.
Candidate profile
  • Relevant advanced academic qualification in WASH or related field;
  • 7+ years of relevant experience in public health or related field and demonstrated experience in management of large, community-based projects or business/social enterprise marketing of products or services, and inter-disciplinary teams, preferably in Rwanda;
  • Up-to-date knowledge and experience in behaviour change communication related to WASH and nutrition;
  • A history of productive involvement with governmental health systems, processes and service delivery models in developing countries;
  • Demonstrated knowledge and background in community mobilization and engagement;
  • Direct experience working with, and leading, USAID-funded projects preferred;
  • Established WASH networks and strong relationship management skills;
  • Fluent oral and strong written English language communication required;
  • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate;
  • The successful candidate will be a self-motivated achiever with excellent intercultural leadership, teamwork, coaching, communication, networking and organizational skills.

AKF’s education portfolio has almost doubled in 7 years and is concentrated in disadvantaged areas of South Asia and Central Asia, East and West Africa and the Middle East with some work in Europe. AKF is one of a number of agencies within the Aga Khan Development Network (AKDN) involved in the field of education. AKDN is a group of non-denominational development agencies whose mandates range from health and education to architecture, culture, rural development and the promotion of private sector enterprise and civil society. AKDN’s education work spans early childhood programmes; primary and secondary education; non-formal education for children, youth and adults; and tertiary education including that of the Aga Khan University and the University of Central Asia. AKF’s education programme works with multiple entities across the Network. The successful candidate is expected to enhance the quality, effectiveness and efficiency of AKF supported education programmes as well as working in close collaboration with other education agencies and institutions within the AKDN.
 
The successful candidate will undertake analyses and provide professional support and technical inputs in support of education programmes across countries in order to improve educational access and quality. This will involve support to programme conceptualization, planning and implementation, as well as monitoring, evaluation and research. AKF supported programmes operate at multiple levels – from the classroom, school management and community through to system strengthening and policy. Innovative learning opportunities for students and teacher training/ professional development and mentoring initiatives are key. The post involves on-site support in order to ensure quality, assess progress, address challenges and participate in policy discussions. Close collaboration with and support for colleagues in a range of countries and the ability to work effectively at multiple levels are central. The successful candidate will also work with colleagues in Geneva and the field to facilitate analysis of key trends and issues as well as draw out lessons learned from AKDN and other education initiatives. This is used to contribute to policy dialogue at both national and international levels. The position will also require participation in resource mobilization (including support to proposal preparation), communication and representation activities, and other programme-wide support activities.
 
Requirements: We are seeking an energetic self-starter with a track record demonstrating capability, commitment, communication/ negotiation skills (oral and written) and creativity. He/She must be a team player and work effectively in multi-cultural environments, and have extensive experience in low/ middle-income countries and with at least one highly regarded organization/ institution. The ability to work effectively at multiple levels (community through to policy) and in a complex institutional environment is key. Candidates must be prepared to travel away from Geneva for 100+ days per year. The successful candidate will have substantial classroom/ teacher training/ school improvement experience at primary and/or secondary levels. Fluency in English is required; other languages such as French, Portuguese, Farsi, Arabic or Urdu are an advantage.

We are currently looking for an outstanding individual with strong commitment and the potential to bring a significant contribution to the activities of UNU-INRA.

Responsibilities:
Reporting to and under the supervision of the Director of UNU-INRA, the Research Fellow will:

• Participate in the review and coordination of research activities of UNU-INRA;
• Conduct studies and analyze a wide range of environmental policy issues to help UNU-INRA achieve its goals and objectives;
• Conduct field or desk research, create awareness, train national collaborators, and provide guidelines for effective implementation of global environmental legal frameworks and treaties, with a view to ensuring sustainable management of natural resources, biodiversity conservation and maintenance of environmental quality;
• Undertake research, develop and recommend policies, procedures and guidelines with a view to translating the objectives of international environmental conventions to various sub-regional levels in Africa, as well as national/governmental level organizations; and develop and produce strategic, economic and regulatory advice on environmental policy to industry, regulators, governments and sub-regional bodies in Africa.
• Prepare research and training proposals for funding; plan, organize and participate in national and sub-regional conferences/meetings/workshops, prepare policy briefs on UNU-INRA research and training activities for dissemination to policy-makers.
• Perform any other policy-related duties as may be assigned.

Required qualifications and experience:

• A masters or PhD degree in natural resources or environmental economics, international environmental law, environmental science or policy analysis or a related discipline;
• At least six years of relevant work experience in policy analysis relating to natural resources management and conservation, preferably in an international environment;
• Knowledge of the principles, theories and tools for the analysis of legal and policy issues relating to natural resources management, biodiversity conservation and environmental protection;
• Good writing, presentation and communication skills; and demonstrated experience in organising training workshops, conferences, and fundraising activities, as well as forging partnerships with international agencies, national institutions and NGOs;
• Excellent communication and drafting skills, with fluency in both oral and written English. Good working knowledge of French language would be an advantage;
• Proficiency in MS Office Applications (MS Word, Excel, PowerPoint and Outlook) is required;
• Good interpersonal skills demonstrated by the ability to work in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.

Remuneration:
Remuneration will commensurate with academic qualification and work experience according to the suitability of candidates.

Duration of contract:
This is full-time employment on a one (1) year Personnel Service Agreement (PSA) contract with UNU-INRA, with the possibility for contract renewal subject to satisfactory work performance. The combined duration of appointments shall not exceed six (6) years.

This is a locally recruited post; no relocation expenses or allowances apply. The successful candidate will be employed under a local contract and will not hold international civil servant status nor be a “staff member” as defined in the United Nations Staff Rules and Regulations.
