International Consultant, International Consultant, Obstetric Fistula 2014
Background:
As part of the efforts to reduce maternal and newborn morbidity and mortality, in particular obstetric fistula, the East and Southern Africa Regional Office in Johannesburg (ESARO) of the United Nations Populations Fund (UNFPA) would like to recruit a Consultant for Obstetric Fistula to support the Campaign to End Fistula in the Africa Region. The Consultant will be located in Johannesburg (with some travel to country offices (COs) in the region). S/He will provide Integrated Programmatic and Technical Support (IPTS) for UNFPA/Campaign and other programmes to End Fistula in COs in their support to Governments in the East and Southern Africa Region.
Recognizing obstetric fistula as a neglected health and human rights issue, in 2003 UNFPA and partners launched the global Campaign to End Fistula. The Campaign comprised of three major intervention points: Prevention, Treatment and Social Reintegration. The Campaign, now active in 49 countries worldwide, is entering a critical phase, to scale up quality fistula treatment and care services to all women and girls in need of them at country level. To make this vision a reality, it is a high priority to ensure sustained, competent technical leadership and support to countries addressing fistula.
As the Campaign to End Fistula moves towards a higher level of consolidation of its achievements, marked particularly by a gradual integration into Reproductive Health/Maternal & Newborn Health (RH/MNH) programs, the Consultant is expected to play a key role to maintain the momentum of the Campaign and other programme implementation. S/he will ensure full integration/institutionalization of fistula into global, regional and national programs, strategies, policies and services and will work closely with SRHR and other staff of the ESARO.
DUTIES AND RESPONSIBILITIES:
The Consultant will support COs to implement fistula prevention, treatment, care and reintegration initiatives and other SRHR components. S/he will ensure that the ESARO and COs remain abreast of program policies and strategies, as well as emerging evidence related to fistula.
Under the supervision of the Practice Manager of the SRHR, in the ESARO Johannesburg, s/he will provide technical assistance (TA) to countries in collaboration with SRHR Team and other members of the ESARO in support of the Campaign and other programmes to End Fistula. The Consultant will perform the tasks to deliver the following Outputs/Deliverables:
- Country-driven TA through backstopping and IPTS missions provided to some of the 16 COs involved of the Campaign and other programmes to End Fistula and ensured fistula is fully integrated into MH services in 3 COs in 2014. The Consultant will provide support via missions and virtually to the Democratic Republic of Congo, Eritrea, South Sudan and MalawiJune - November 2014
- Assisted the organisation of the Regional knowledge-sharing and capacity-building meeting for ESA country. And ensure meeting report is produced - August 2014.
- Report of Trend analysis of the Fistula situation in the ESA Region developed and finalized. October 2014
- Coordinated the documentation and publication of three fistula promising practices/success stories in countries. - November 2014.
- Implementation of the fistula components of the MHTF annual work plan (2014) supported, and biannual reports of implementation Fistula in COs and the ESARO region consolidated and submitted - June - November 2014
- Draft Fistula component of the MHTF annual work plan (2015) developed and submitted on time, including all key components of the global Fistula vision - November 2014
- Served as the focal point for Fistula Programme for the ESARO and collaborated with SRHR Technical Advisers and other Consultants to ensure that fistula is an integral part of the comprehensive package of SRHR and Fistula integration strategy developed - June - November 2014
- ESARO annual report (2014) for fistula – including key indicators – completed and submitted on time November 2014 Final report November 30, 2014
The Consultant will also undertake any other assignment as required by the ESARO SRHR Practice Manager, the Deputy Regional Director and the Regional Director
Travel Costs
UNFPA will pay:
· Daily Subsistence Allowance – including terminal allowances – in line with UN standard rates for each city where work is undertaken, and
· Economy class travel costs based on the most economical and direct route.
It is expected that travel reports are submitted within 10 working days following each mission when undertaken.QUALIFICATIONS AND EXPERIENCE REQUIRED
- Advanced University Degree or equivalent (preferably Ph. D.) in Medicine, Obstetrics and Gynaecology, Public Health on Nursing/Midwifery.
- Clinical experience in reproductive health especially in programming and treatment of Obstetric Fistula an asset.
- At least 3-5 years of experience in management and development relevant to reproductive/ maternal/newborn health, preferably fistula, at the international level. Monitoring & evaluation experience in MNH desirable.
- Full proficiency in English. French desirable.
- Substantive knowledge and practical experience in public health in developing countries
- Excellent programming and management skills.
- A solid understanding of the social, economic and political context of the sub-region.
- Strong analytical orientation and sound judgment; initiative, resourcefulness.
- Track record of report writing and publications in maternal health /reproductive health
