PROGRAMME ANALYST, JOINT PROGRAMME GENDER EQUALITY AND WOMEN'S ECONOMIC EMPOWERMENT

Background

Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Government of Liberia is strongly committed to the principle of gender equality as a means to maintain peace, reduce poverty and promoting sustainable development in the country. This commitment is reflected in the newly adopted Poverty Reduction Strategy (PRS) for Liberia, which systematically takes into account women's and men's different experiences, strategic needs and capacities in the identified priorities for the reconstruction of Liberia.

It is within the context of the PRS, that the Government of Liberia jointly with the United Nations in Liberia is formulating a joint Gender Equality and Women's Economic Empowerment (GEWEE) program as one of its key strategic responses towards promoting gender equality in Liberia.

UN Women serves as the lead agency in this joint programme and is responsible for overall management and coordinates implementation of activities by other partners comprising UNDP, UNESCO, UNOPS, and their government partners. UN Women is responsible for regular reporting to the UN Country team on the joint programme and also to the donor where applicable. UN Women also chairs the technical committee for the joint programme, is the secretariat for the Joint Programme Steering Committee, and coordinates and leads joint monitoring missions for the joint programme.

This 3 year Joint Programme (JP) will be executed under the overall coordination of the Ministry of Gender and Development (MOGD) and with the support of Government Line Ministries and implementing partners including women's organizations and networks. The Programme Analyst will provide the technical assistance needed for the effective coordination of the programme by the Ministry of Gender and will be responsible for the day to day management of the joint programme. The Programme Analyst will report to the UN Women Country Representative and the Minister of Gender and Development.

Duties and Responsibilities

1. Under the UN Women Liberia Country Representative and Minister of Gender, the GEWEE Programme Analyst provides overall day to day management of the GEWEE programme:

  • Manages the implementation of the joint programme and ensures that the programme remains relevant, and is in line with various elements of the programme document including the coordination arrangements set out in the programme document;
  • Builds the capacity of the Ministry of Gender in the coordination of the joint GEWEE programme;

2. The GEWEE programme analyst provides coordination of Monitoring and Evaluation activities for the joint programme through the following tasks:

  • Develops and periodically reviews the programme's Monitoring and Evaluation (M&E) plan;
  • Provides technical support to the planning and implementation of regular monitoring activities (periodical meetings, annual reviews, etc) among implementing partners and stakeholders to gather up-to-date, relevant and strategic information on the status of programme implementation;
  • Provides technical support to ensure that monitoring system is in place in the JP and that key annual JP indicators are tracked and analyzed and presented to the programme management committee to guide programme and management decisions;
  • Database management: creates and maintaisn database of information on the JP; regularly updates on the status of JP implementation through quarterly work plans and keep track of total budget expenditure of JP;
  • Working with the National M & E officer, compiles monitoring and evaluation information/data of the Joint Programme and makes them available to partners.

3. The GEWEE Programme Analyst coordinates the GEWEE Joint Programme and is responsible for adherence to the following standards:

  • With support from lead agencies for various outputs, develop and ensure timely preparation of detailed annual plans and budgets for all levels of project activities;
  • Facilitates the achievement of joint programme results by timely monitoring of the progress of programme implementation and ensures ongoing monitoring and annual reviews of work plans;
  • Monitors the fulfilment of the tasks assigned to the Administrative Agent and implementing agencies, in accordance with the joint programme document;
  • Prepares for JPSC meetings and assume the role of Secretariat of the JPSC;
  • Coordinates the production and dissemination of consolidated results of the joint programme based on progress reports prepared by participating UN organizations.

4. The GEWEE Programme Analyst supports advocacy, partnership building and resource mobilization for the joint programme:

  • Develops a resource mobilization strategy for the Joint Program in collaboration with the Ministry, Administrative Agent and UN participating agencies and pillar leads;
  • Coordinates linkages with other Joint Programme and between project activities within the GEWEE joint programme and similar projects financed by other donors or partners;
  • Participates in related forums to enhance coordination and partnership among stakeholders working in the area of GEWEE;
  • In collaboration with participating UN Agencies, provides technical support to the development of relevant advocacy and policy documents relating to gender mainstreaming as well as women's economic empowerment.

5. The GEWEE Programme Analyst ensures knowledge management focusing on:

  • Synthesizes best practices and lessons learned from the Programme for sharing between programme participants as well as external partners;
  • Supports capacity and knowledge building of national counterparts.

6. Perform other tasks as assigned by the Joint Programme Steering Committee.

Required Skills and Experience

Education:

  • Masters degree (or equvalent) preferably in Gender and Development studies, economics, political science, or a related field.

Experience:

  • A minimum of 2 years of relevant professional experience at international level in women's economic empowerment and/or Gender and Development, preferably in emergency and post-conflict situations;
  • At least 2 years of field experience in design, appraisal and management of gender equality related programmes of similar scope and complexity;

Language requirements:

  • Strong written and spoken English skills.

The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
