Outline of the Group
The Governance and Capacity Group conducts policy analysis and provides strategic recommendations regarding governance and capacity issues related to the promotion of sustainable development in Asia. In particular, during the Fifth Phase, the following issues will be the main focus areas:
(1) International Environmental Governance (IEG) and the Institutional Framework for Sustainable Development (IFSD), focusing on strategies for Rio+20
(2) Regional Governance and Environmental Cooperation in East Asia, focusing on the Tripartite Environment Ministers Meeting and East Asian Environment Ministers meetings
(3) Regional and National Governance: Strengthening International Cooperation on Air Pollution
(4) Capacity Development and Education: focusing on A) Monitoring and Evaluation of Education for Sustainable Development implementation in Asia and B) strengthening governmental capacity in Education for Sustainable Consumption
(5) Local governance
(6) Participatory Environment Decision Making

Research will be conducted on the above topics in cooperation with various institutes in the Asia-Pacific region, while keeping close connections with international organisations such as the United Nations Environmental Programme, the Government of Japan, as well as with governments and organizations in other related countries.

Duties and Responsibilities
The associate researcher’s work will focus on area (4) listed above. The associate researcher shall conduct the following tasks under the guidance of the Group Director, Deputy Director and other senior colleagues:
To support a collaborative research project on Monitoring and Evaluation (M&E) of Education for Sustainable Development (ESD) in the Asia-Pacific region.
To collect and compile data as well as to conduct preliminary assessment.
To prepare case studies and report the results.
To assist in developing ESD indicators and M&E Frameworks.
To collaborate on publications to be prepared by the group.
To provide support to other related projects and activities of the GC group, especially but not exclusively related to education.

Qualification
- Master’s degree, or equal qualification, in environmental education, education policy, education development, development studies, sustainable development, or social policy is essential; PhD is preferable.
- Extensive knowledge on issues of Education for Sustainable Development implementation and on general environmental policy and sustainable development issues in the Asia-Pacific region, and direct knowledge and actual experience in the above areas of his/her expertise.
- Strong motivation to conduct strategic policy related research.
- Should have experience in planning, managing, and implementing interdisciplinary strategic policy research and analysis with a good knowledge of both quantitative and qualitative research methodologies.
- Language ability
Strong English language ability (reading, writing, speaking/presentations) to produce high quality, publishable academic and policy-related work is essential.
Strong Japanese language ability or language ability in another language of East Asia is desirable.
- Three to five years work experience in research institutes, universities, think-tanks, governmental agencies, private companies or international organisations with a progressive level of demonstrated research achievements is preferred.
