Terms of Reference Consultant: EEPCT Close-out and Transition Support

  1. Background: The UNICEF Education in Emergencies and Post-Crisis Transition (EEPCT) programme began in 2006 through partnership between UNICEF and the Government of the Netherlands to “put education in emergency and post-crisis transition countries on a viable path of sustainable progress toward quality basic education for all.” The Education in Emergencies and Post Crisis Transition Programme is now in its final year. Per the Government of the Netherland’s request, 2011 activities are focused on evidence building and programme consolidation.

Additional support is needed to assist the Project Manager EEPCT to ensure the overall efficiency and effectiveness of the programme close-out and transition from the current programme to peacebuilding and education focused programming. The purpose of the consultancy is to provide the EEPCT Programme and Project Manager with sufficient technical and management support to ensure a successful close-out and seamless transition to the new proposed programme building on lessons from the current programme.

Expected results: (measurable results) • Manage the completion of the Peacebuilding Study Full Report and Country Case Studies • Establish monitoring system for transition out of EEPCT, including budgets, contracts, and partnerships • Lead on the coordination of the EEPCT final round table event to showcase the 5 years of programme learning to an internal and external audience • Support the EEPCT Project Manager with the production of the final EEPCT Consolidated and Country Reports due 30 June, 2012 • Support EEPCT Project Manager with Organizing Final EEPCT Donor Review Meeting • Coordinate timely responses to donor queries on the PEACE proposal • Support preparations for transition to education and peacebuilding focused programming. This will include: inputs to the strategy to prepare selected regional and country offices to transition to a new peacebuilding focused programme; review of conflict analysis tools and approaches;

  1. Key competences, technical background, and experience required: a) Master degree in Education, Project Management, or related field required. b) Five years of progressively professional work experience at national and international levels in field programmes relevant to Education programmes. c) Experience working in the UN or other international development organization an asset. d) Work experience with project management, specifically contracts and budgets. e) Experience in national level development assistance is an asset. Background/familiarity with education in emergency work.
