The Global Fund (GF) Technical Advisor will be responsible for providing technical and program management assistance to PSI GF programs. He/she will provide technical and management support to platforms to implement effective and robust GF Principal Recipient (PR) and Sub-Recipient (SR) awards. This position will be based in Washington, DC with approximately 25-30% international travel and reports to the Director of International Organizations.
Responsibliities:
Provide technical assistance to field and headquarters staff on the GF grant negotiation process for PRs, including: developing and adhering to a grant signature timeline; developing and implementing systems required by the LFA assessment; developing and applying systems for quality assurance and data collection; and, SR management Support field staff to effectively liaise with relevant Global Fund stakeholders at country and international levels Organize and facilitate GF trainings Lead efforts on GF-related capacity building efforts for PSI staff and for PSI partners and sub-recipients Identify and disseminate information on best practices, lessons learned, and facilitate information exchange between PSI programs Lead teams to develop effective and winning new Round and RCC proposals for eligible countries Establish and implement systems, policies and procedures to improve Global Fund operations at PSI Work with the disease specific Principal Investigators (PIs) and research staff to provide technical support and training to PRs (and SRs as necessary) on GF monitoring and evaluation (M&E) indicators, tools and systems Provide leadership in expanding PSI work with other multilateral organizations, such as UN agencies and the World Bank Assist with the management and administration of the International Organizations Department Qualifications:
Relevant graduate degree (MPH, MBA, etc) or commensurate experience At least five years experience managing programs and implementing in developing countries, including at least two years living and working in the field Knowledge and experience with Global Fund policies and program implementation strongly preferred Fluency in English; fluency or strong working knowledge of French required Excellent writing and communication skills Excellent capacity building and training skills Experience in budgeting and finance preferred Ability to work quickly under pressure Please apply online at www.psi.org.
