Lesotho Capacity Building Expert

The Bureau for Institutional Reform and Democracy (BiRD) is looking for an excellent Capacity Building Expert for a long-term mission in Lesotho.

Overall Objective: The overall objective of the project of which this contract will be a part is to strengthen the Rule of Law in Lesotho.

Purpose: The purpose of this project and therefore of this contract is to enhance a professional, accessible and impartial Lesotho Justice Sector, which will ensure fair, timely and efficient delivery of justice and effectively combat corruption. This service contract will contribute to this purpose by providing technical assistance to assist in reforming the institutions in the Justice Sector.

Key expert 2: Capacity Building Expert (Minimum working days: 440) Based in Maseru, she/he will assist the TCU in the implementation of the Project objectives in the area of capacity building. S/he will be responsible for reviewing current structures of the Justice institutions. S/he will be responsible for implementation of the training assessment plan and assist in the development of legal/judicial training curriculum for judges, courts personnel and legal officers of the different justice and ministerial services. S/he will also be responsible for supporting the mobilisation efforts of the justice services and the NGOs on access to justice and promotion of citizens’ legal rights.

Qualifications and skills • Post graduate degree or equivalent in a relevant subject, preferably in fields related to Human Resource Management or Administration and Management of Justice • Very good knowledge (verbal and written) of English • Very good communication and management skills

General professional experience • At least 4 years working experience in issues relating to legal frameworks for education/training and curricula development

Specific professional experience • At least 5 years of working experience in justice or public administration related institutional capacity building, • At least 5 years working experience in an advisory capacity to senior public management officials, preferably in the Southern African region • Preferably experience in institutional reform of justice institutions
