War Child is both implementing its own programmes and cooperating with a variety of partner organisations in 12 countries around the world.For our head office in Amsterdam we are looking for a: MANAGER PROGRAMMES SUPPORT DEPARTMENT (32 - 40 hours) As Manager of the Programmes Support Department (PSD) it is your responsibility to manage the department's corporate role in ensuring programme quality. This role entails coordinating and steering War Child Holland's (WCH) strategic programming through the development of policies, standards and methods. In addition PSD supports field staff in the development, planning, implementation, monitoring and evaluation of programmes, monitors the quality and effectiveness of WCH programming and supports organisational learning and accountability. The department currently consists of 7 Coordinators, 3 Specialists and 1 support staff; the Coordinators and support staff are directly managed by the Manager PSD. (S)he operates from the Head Office, is part of the Programmes Management Team and reports to the Head of Programmes. Responsibilities 1. Preparation, development and realisation of programming policy - Leads development of WCHs Programming Framework and related policies and guidelines;
- Monitors and ensures that relevant expertise is maintained;
- Stays up-to-date with market developments (or delegates this duty) so that expertise of the department remains current.
2. Management - Leads development of the strategic plan for the Programmes Support Department, and ensures its implementation;
- Responsible for the overall course of events within the department and day-to-day coordination of activities;
- Responsible for a stronger positioning of PSD both within Head Office and towards the field;
- Prepares PSD annual work plan and budget; implements and accounts for them;
- Supervises PSD Coordinators, overseeing implementation of work plans and the development of policies, guidelines and methods;
- Stimulates rotation of staff between HO and the field.
3. Coordination of internal operations - Coordinates the administrative and organisational processes within the Department;
- Collaborates effectively with relevant head office departments and the War Child Program Areas;
- Identifying, analysing and reporting to colleagues and management on any specific problem areas and challenges regarding the implementation of policy and plans.
4. Monitoring the quality of PSD support to field organisation - Development of standard agreements for requested or offered capacity development support to the War Child Program Areas (field);
- Annual report to CEO Head of Programs on programme development in the field.
5. Learning and accountability - Maintains and further develops external network with relevant stakeholders;
- Establishes conditions for learning, sharing and scaling up of good practices within and outside of the organisation.

Profile - Relevant academic background (social sciences, development studies);
- At least 3 years of relevant management experience, preferably in an international environment and development context;
- At least 6 years of experience in international (NGO) work in developing countries / conflict areas (of which at least 3 in a senior role), preferably with children;
- Ability to express himself/herself skilfully both in speech and writing for reporting and for maintaining contacts; Requirement: English, and preferably Dutch, French and/or Spanish;
- Strong critical analysis and strategic thinking skills;
- Ability to assess social/political relationships and ability to act tactfully and diplomatically;
- Result-oriented and creative in coming up with alternative solutions;
- Must be able to undertake travel to conflict and post conflict areas.
