Monitoring and Evaluation Director, Bamako, Mali
MSI is currently looking for an M&E Director to guide and implement performance measurement systems for a USAID-funded lower secondary education project in Mali. The project will be a nation-wide activity supporting the overall objective of increasing access to and improving quality of lower secondary education.
Position Summary:
The M&E Director position will be reporting directly to the project COP. The position duties include overseeing the project’s PMP and ensuring high-level quality tracking of all performance measurement indicators. The position will be responsible for all data collection, storage and reporting and will be responsible for training data collection staff and ensuring high quality of data. The M&E Director is also responsible for any recommendations made to adjust M&E systems and/or definitions to improve tracking systems. The M&E Director will oversee a small M&E staff and work closely with the project COP to present all project results to USAID. The M&E Director position is full-time and is expected to begin in late 2010 and will run through a five-year period.
Responsibilities:
• Oversee all aspects of the performance measurement support for the project;
• Ensure that all project staff has a clear understanding of the results framework including definitions, targets and data collection sources and collection cycle;
• Work with education staff to design tracking and data collection tools and guides;
• Train all data collection staff and consultants on data collection methodology and tools;
• Oversee special studies and data analysis on an ad-hoc basis;
• Coordinate with COP and USAID on data quality assessments;
• Develop quarterly progress reports based on results framework.
Qualifications:
• Bachelor’s degree in social science, development, or related field required; Master’s degree preferred;
• Minimum of 7 years of experience in the field of performance measurement for education project activities;
• Previous experience developing and implementing education PMPs, monitoring instruments, baseline data collection, and M&E storage systems;
• Familiarity with both qualitative and quantitative data collection;
• Previous experience working with USAID education results frameworks;
• Previous experience training and overseeing data collection staff;
• Previous experience working with M&E database systems;
• The ability to travel and work throughout Mali
• Strong English and French language skills.
