Project Manager (m/f)

For a Fiscal Decentralisation and Accountability“ project in Kyrgyzstan, HELVETAS Swiss Intercooperation is looking for an experienced and output-oriented Project Manager (m/f) (100%).m

HELVETAS Swiss Intercooperation is a leading Swiss organisation for international cooperation. We work towards improvement of life conditions of economically and socially disadvantaged people in Asia, Africa, Latin America, and Eastern Europe.

You will manage the Project Support Unit, and coach and facilitate the implementing partners of a project related to strengthening voice and accountability of budget processes in the Kyrgyz Republic. You will work under the direct supervision of the Programme Director of HELVETAS Swiss Intercooperation Kyrgyzstan.

Main tasks
· Manage the project in all aspects and provide guidance on strategic issues such as planning, implementation, monitoring and evaluation.
· Supervise the project implementation, mobilise required technical assistance, ensure documentation, coordination, networking and information exchange.
· Assess the capacities of the implementing agencies and organise capacity building for resultoriented planning and implementation of the project.
· Maintain good contacts with the donor and submit reports according to the agreement.

Your qualifications
· Masters degree in a development related topic (eg. development studies, political sciences, public administration, public financial management, Central Asian or Soviet studies).
· Development background and proven experiences in public budget processes and civic participation.
· Minimum 10 years of management experience in development projects/ programmes, preferably related to public reform.
· Proven qualities in result-oriented planning and implementation, incl. financial management.
· Working experience in the Central Asia or Eastern Europe region is a distinct advantage.
· Experience in working with donors and state authorities.
· Strong communication, facilitation and networking skills.
· Excellent spoken and written English, Russian and/ or Kyrgyz language is an advantage.
· Ready to travel frequently within the country.

What we offer
This position depends on winning a tender from SDC. Starting date is October 2011 for a period of 2.5 years (limited contract). The position is open for international, regional, and national candidates. We offer a challenging and satisfactory job in a small team, based in Bishkek.
