Security Expert Consultancy, Pakistan

Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

Position Summary: MSI is launching a new project in Pakistan and needs assistance of an experienced Security Expert that has worked in high-threat environments to set up the project security structure by. This assignment is expected to take approximately 4 weeks.

Responsibilities: • Meet with the IMEC project expat and national security liaisons to provide in-depth training on appropriate procedures during a security incident; • Assist in evaluating office and residential spaces; • Provide recommendations for security improvement at selected office and residential spaces; • Assist in negotiations with the security firm hired by IMEC to protect both people and project assets; • Review the current IMEC security manual and make recommendations to reflect systems and procedures that should be used in Pakistan; • Provide recommendations for security improvement at office and residential space; • Assess the current security environment and brief staff on the current environment, after meeting with appropriate government officials and security personnel of other organizations and companies; • If needed, provide project staff with more limited, two two-hour sessions on reactions during security incidents, including evacuation procedures, incorporating some role-playing; • Additional duties assigned by COP.

Qualifications: • Substantial experience providing security assessments to non-government organizations; • Must have prior Pakistan experience.
