Senior Program Advisor Consultant for Monitoring, Pakistan

Project Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.


Position Summary:
The Senior Program Advisor for Monitoring will head an independent monitoring unit (IMU) within IMEC that will monitor all USAID-supported projects in Pakistan. The IMU will oversee locally contracted field teams as they monitor and verify performance data, verify implementing partners’ compliance with agreement/contract terms, oversee locally contracted surveys in support of monitoring and evaluation activities, and coordinate and support Local Project Oversight Committees (LPOCs). The IMU will also be responsible for preparing monthly and annual performance reports to USAID and responding to ad hoc data requests. This assignment starts immediately and is expected to last through the end of September, 2011. Individuals who perform exceptionally during this period may later be considered for a five-year assignment.


Responsibilities:
• Responsible for managing the activities of the Independent Monitoring Unit (IMU);
• Oversee the activities of the five component teams within the IMU which will be located throughout the country;
• Contribute to design and implementation of surveys to support monitoring activities;
• In consultation with USAID, develop, implement, and periodically review monitoring protocols for USAID projects in Pakistan;
• Coordinate monitoring activities with the activities of other IMEC units;
• Liaise with the USAID COTR and with the Sector Teams regarding monitoring issues; and
• Prepare monthly and annual performance reports to USAID and respond to ad hoc data requests.

Qualifications:
• Substantial experience in monitoring of development projects;
• Familiarity with all aspects of monitoring – verification, compliance, primary data collection, analysis, and reporting;
• Experience working in politically sensitive environments with experience in Pakistan a plus;
• Excellent interpersonal skills and ability to manage a good working relationship with clients;
• Proven ability to manage large teams simultaneously working on multiple projects;
• Excellent communication skills (writing and speaking) and fluency in English;
• Experience working on USAID projects and familiarity with USAID monitoring procedures;
• Exhibit the highest standards of integrity, professionalism, and impartiality;
• Highly organized work habits, attention to detail, and an ability to produce work products to tight deadlines;
• Ability to be highly productive in a work environment that will require multi-tasking.
