QUALIFICATIONS
ESSENTIAL
The incumbent must:
- hold a university degree or an equivalent academic qualification;
- have significant (at least 10 years) directly related experience in successively higher levels of managerial responsibility in an organisation of considerable size, importance and interests;
- have sound experience in communications and information matters including the support in-theatre of expeditionary operations;
- demonstrate innovative, strategic, conceptual thinking;
- have knowledge and experience in change management and restructuring;
- have experience working in a multinational environment or an environment with a variety of stakeholders from multi-cultural backgrounds;
- have knowledge of NATO structures and processes;
- be fluent, orally and in writing, in one of the official NATO languages (English and French) with a working knowledge of the other;
- be prepared to travel frequently and to work unsocial hours;
- be prepared to be deployed in support of Council-approved operations and missions.
DESIRABLE
The following would be considered an advantage:
- experience of leading successful organisational change in a large organisation;
- experience designing and managing a new organisation built from several existing ones;
- experience in NATO structures and processes;
- knowledge of defence communications and information related processes in NATO, and also its member states.
ACCOUNTABILITIES
Overall
The General Manager will be directly responsible to the Agency Supervisory Board and the North Atlantic Council for the effective and efficient running of his/her Agency.
Organisational Efficiencies
Consolidate and rationalize the tasks and functions of a large number of existing entities into the new Communications and Information Agency, according to the Implementation Plan for the Agencies Reform and other guidance that nations may provide, taking into account the need for close cooperation and good working relationships with the senior leadership of the existing Agencies and other stakeholders.
Respond to SACEUR and his HQ (SHAPE) for the support of military operations in which NATO is engaged. Ensure continued efficiency of ongoing programmes. Guarantee ongoing flexibility and capability of programmes to timely respond to emerging requirements of NATO and, where applicable, Partner nations. Develop clear lines of communication to facilitate collaboration, communication and transparency of activities. Identify, plan and implement initiatives aimed at improving efficiency, effectiveness and savings across all areas of the Agency.
Planning and Execution
Be responsible for the efficient and effective performance of the Communications and Information Agency. Exercise contracting authority delegated to him/her by the Agency Supervisory Board. Manage the overall day-to-day business of the Agency. Prepare management plans, draft budgets and financial statements for his/her Agency Supervisory Board. Implement the activities, including risk management and contract audit, to achieve the cost, schedule and performance objectives of the Programmes. Act as an Intelligent Customer of Shared Services. Programme Boards will provide direction in the implementation of their programme.
Policy Development
Influence NATO policy development related to the Communications and Information Agency. Attend meetings of his/her policy board(s), Agency Supervisory Board and respective Programme Boards.
Representation of the Organization
Represent the Communications and Information Agency within NATO and outside. Deal directly with NATO members and partners, when so authorized. Engage with industry on contractual or business development issues relating to the Communications and Information Agency.
Expertise Development
Provide senior assistance, advice and recommendation for his/her staff. Motivate subject matter experts under his/her direct authority to describe, explain and share their knowledge with others within the Agency.
Stakeholder Management
Interact at senior level with Allied and Partner delegations in seeking to develop consensus positions or discuss aspects of political issues under consideration at NATO. Establish and maintain close working relations with national delegations to NATO, including those of Partner nations.
People Management
Direct and oversee the activities of the Agency and effectively and efficiently lead and manage a large and diverse multinational staff. Provide in-depth mentoring, coaching and training opportunities and provide regular and fair feedback on performance; be available to offer guidance at critical moments. Select and appoint the civilian personnel and accept offered military personnel, subject to confirmation by the responsible Programme Board orthe Agency Supervisory Board for posts of A5/OF5 and above within the Communications and Information Agency. Regarding other posts, in particular within the Programme Offices, his/her authority will be as set out in the Agency’s Charter.
Financial Management
Develop and implement the administrative budget for the Agency, in conjunction with the strategic priorities of the Agency with a view to achieving demonstrable increased effectiveness, efficiency and savings.
Vision and Direction
Develop and formulate strategic goals and objectives for the new Communications and Information Agency in concert with the given objectives and ensure follow-up and implementation. Identify further business opportunities.
Perform any other related duty as assigned.
