Deputy Director, M&E - Kenya PACE

dTS is recruiting a Deputy M&E Director to support the work of the Kenya PACE Project. PACE provides M&E service support to USAID/Kenya across its portfolio. We conduct evaluations, field TDYs, and conduct monitoring and verification activities. The Deputy Director is a senior leadership positions and has a seamless partnership and complementary managerial relationship with the resident expatriate Senior Monitoring and Evaluation Advisor. The Deputy Director is responsible for ensuring quality implementation under the project framework and ensuring high-quality technical programming through hands-on guidance and support grounded in the project’s strategic objectives and adhering to expected technical quality and reporting requirements. Specifically, the Deputy M&E Director will:

§ Management: Collaborate with the Senior Monitoring and Evaluation Advisor to develop and execute services as called for under contract

§ M&E Technical Support: Support quality data collection, including quantitative and qualitative.


Qualifications


· Masters in international development, anthropology, or related field. Ph.D. preferred.

· Minimum of 15 years of professional experience

· Minimum of 10 years of experience in M&E, performance management and related technical applications.

· At least 10 years of experience in monitoring and evaluation of international, multilateral and/or USG-funded programs.

· Demonstrated capacity in performance management and strategic design at the project and mission level.

· Thorough understanding of USAID PMP development.

· Field operations experience (required)

· Experience in directing, managing, implementing, and evaluating large, complex projects involving the collection, analysis, and presentation of data that covers the full range of technical, field, and administrative skills required for successful implementation of a project of this type.

· Prior evaluation leadership required.

· Ability to perform under pressure, multi-task and meet deadlines is essential.

· Strong quantitative analytic skills, with demonstrated experience using statistical software.

· Strong writing skills.

· Background in data analysis and ability to use statistical packages including SPSS.

· Experienced with Microsoft Office Suite, especially Excel, Word and Access, including knowledge of spreadsheets.

· Strong communicator, both verbally and in writing.
