General Minimum Requirements |
The general minimum requirements for working with the OSCE are: - Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure

Field of Expertise Requirements |
The general minimum requirements for working in this field of expertise are: - University education in law or significant work experience in criminal justice and/or law enforcement (the latter required for police corrections officer training)
- Experience in the practice of law, e.g. judges, prosecutors, lawyers, etc.
- Knowledge of courtroom proceedings and criminal law and procedure
- Knowledge of international legal procedure standards and instruments
- Demonstrable organizational, analytical, communication and interpersonal skills

Level of Professional Competence Requirements |
Furthermore, this level of responsibility requires the following: Education: Advanced education/certified training course in a relevant field desirable Experience: Minimum 6 years of relevant, diversified and progressively responsible professional experience including at least 3 years at the management level relevant to the actual position |
Mission Specific Requirements |
Additionally, this particular post has specific requirements: Mandatory: - Previous working experience in the fields of legal/judicial reform, criminal justice, human rights, economic transparency and/or fight against organized crime
- Knowledge of the regional political situation and the legal system of the mission area
- Experience in strategic planning and needs assessment
- Experience in programme and personnel management, administration and budget procedures
- Demonstrable organizational, analytical, communication and interpersonal skills
- Ability to operate Windows applications, including word processing and e-mail
- Professional fluency in the English language, both oral and written
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, diverse political views, while maintaining impartiality and objectivity
- Demonstrated gender awareness and sensitivity, as well as the ability to integrate a gender perspective into tasks and activities
- Flexibility and ability to work under pressure and limited time frames
Desirable: - Knowledge of the historical and political situation in South-Eastern Europe
- Previous international work experience and/or experience working in a field mission

Tasks and Responsibilities |
Under the direct supervision of the Head of Mission (HoM), and in accordance with the mandate of the OSCE Mission to Serbia, the Head of the Rule of Law and Human Rights Department is responsible for developing and implementing the Mission's rule of law programme. The incumbent: - Has the overall responsibility for managing the Rule of Law and Human Rights Department in relation to policy formulation, strategic development, planning and reporting as well as budget control, provision of funds and fundraising for extra-budgetary projects;
- Acts as the representative of the HoM for contacts with senior officials of the relevant ministries, governmental agencies, political parties and non-governmental organizations active in the field of rule of law and human rights, and advises the above mentioned officials on the Mission's policy on rule of law matters;
- Provides reports to the HoM and the Deputy Head of Mission (DHoM) based on the analysis of relevant laws and practises;
- Develops, co-ordinates and monitors the implementation of OSCE capacity-building projects in the area of rule of law and human rights covering inter alia criminal justice system, organized crime, judicial reform, war crimes, anti-corruption, prison reform and human rights institutions;
- Co-ordinates the monitoring of the human rights situation and the functioning of the judiciary and legal system in Serbia, whilst identifying areas where further assistance is required;
- Liaises closely with government authorities, judicial institutions, professional associations of judges, prosecutors and legal professionals and civic society;
- Manages the Rule of Law Department and its programmes; identifies problems and weaknesses, recommends solutions and improvements, and reports directly to the HoM and the DHoM on issues related to personnel and budgetary issues;
- Supervises seven staff of the Rule of Law Department and maintains appropriate discipline;
- Performs other duties as required.
