Program Manager/Senior Program Manager: Southern and East Africa

The National Democratic Institute for International Affairs (NDI) seeks a seasoned Program Manager/Senior Program Manager with strong staff and program management and writing skills. The Program Manager/Senior Program Manager will support the Institute’s democratic development programs in Southern Africa, particularly Botswana, Malawi, Namibia, South Africa, Zambia and Zimbabwe. This position will report to the Southern and East Africa Regional Director and Deputy Director, and is based in Washington, D.C.


Responsibilities

  • Provide team leadership in day-to-day internal management of assigned country portfolios;
  • Design and oversee the implementation of program activities and monitor compliance with NDI procedures and donor requirements;
  • Contribute to the planning, design and evaluation of NDI’s programs for the region in collaboration with field office, local partners, in-house and external experts and advisors;
  • Monitor program budgets and provide a full, accurate and timely accounting of all program funds;
  • Draft and/or edit donor concept papers, proposals, reports and correspondence;
  • Supervise, guide and mentor sub-regional team members;
  • Respond to inquiries about programs in assigned countries;
  • Serve as “high-level” NDI representative at local and international conferences and meetings and assist with NDI’s public outreach as needed;
  • Cultivate and maintain collaborative relationships with international democratic development organizations, civic partner organizations, political party networks, and NDI’s network of volunteer trainers and experts;
  • Monitor political events in assigned countries; and
  • Travel to Southern Africa as needed to assess political development and new opportunities and/or contribute to program implementation and evaluation of current programs.


Experience Required

  • Bachelor’s Degree, preferably in International Relations or related subject; graduate degree desired;
  • Minimum of eight (8) years relevant work experience for Program Manager or ten (10) years of relevant work experience for Senior Program Manager in international development, community organizing, political campaigns, organizational development, legislative affairs, or impressive experience at NDI. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis; and
  • Living or working experience outside of the U.S. preferred, especially in Southern Africa.
    • Highly developed knowledge of Southern Africa’s political, social and economic issues;
    • Exceptional competency in one or more areas of NDI’s functional programs preferred;
    • Experience management and leadership skills in order to lead, inspire and motivate staff where results are clearly beneficial;
    • Proven analytical skills for interpreting complex program and political issues and to think innovatively and introduce new concepts;
    • Experience in program design, strategic planning and monitoring and evaluation;
    • Superior writing
    • skills, clear and persuasive and experienced enough to edit all types of team documents, including donor communications and reports;
    • Excellent interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy makers;
    • Experience in implementing programs funded by US government and other international donors;
    • Excellent networking skills, as well as the ability to conduct professional political relationships;
    • Ability to effectively present information, respond to questions and negotiate;
    • Excellent oral and written communications skills in English;
    • Regional language ability (Swahili), preferred;
    • Working knowledge of Microsoft Windows and spreadsheet applications; and
    • Ability and willingness to travel to regional locations, which are often remote and difficult to reach.
