Head of IT Projects, Security & Compliance - Maersk Oil, Doha, Qatar

Role Purpose

Lead team responsible for the IT projects, security and compliance. This includes responsibility of local project management office (PMO), delivery of new and changed IT Services, IT Security Plans and Incident response, IT Business Continuity Plans, IT Risk as well as ensuring adherence to law and policies for IT Services. This is done in liaison with Maersk Oil Global and APMM Group functions in order to support the business strategy of Maersk Oil Qatar.

Key Accountabilities / Activities

Projects:

· Assess business proposals and presentations for IT projects and drive the execution of approved projects.

· Actively lead project planning, scoping, implementing and monitoring - for both onshore and offshore.

· Ensure local execution of global projects.

· Flex between coaching style and hands-on style of work as per requirements of each project or project phase.

· Constantly liaise with MOG and APM Maersk group functions on projects to be adopted and ensures transparency and alignment between local and global initiatives.

Security:

· Ensure security for systems, servers and networks is functioning to its optimal for both onshore and offshore operations.

· Proactively assess & initiate new, or ensure maintenance of existing, software, applications or services installation.

· Ensure continuous and high availability of software, applications or services to secure reliable backup of data and systems.

· Manage IT Disaster Recovery / Business Continuity Plans.

· Analyse and manage IT Risk Issue in regards to Business Risks and ensure IT Business Continuity in case of disaster.

· Lead CIRT in case if IT Disaster.

Compliance:

· Drive compliance through validation, continuous monitoring, and periodic checks to ensure alignment:

· with external as well as internal stakeholders

· to IT governance, policies & procedures and to SLAs through validation

· to “Incident Free” workplace guidelines and requirements

· with License requirements.

Budget & Reporting:

· Formulate and propose budget estimates / Rolling Forecasts based on analysis of past trends and future developments.

· Supervise the cost control process to ensure correct allocation/classification of IT Spend.

· Assess project status reports, security updates and compliance measures and present analysis to steering committees.

Stakeholder Management:

· Develop and maintain good contact and relation with vendors (external stakeholders), technical partners and other IT teams (internal stakeholders).

· Define and negotiate the service level for local services to MOQ and MOG thus ensuring cost efficiency.

· Ensure that the services delivered meet the agreed quality levels in line with the contracts – both external and internal.

· Ensure project stakeholders are updated and servers as escalation point in case of project management concerns.

People Management:

· Actively drive and support the Section by creating an engaging and motivating working environment to maximise overall efficiency and effectiveness of the Section.

· Create and monitor a performance management culture through clear objective setting, continuous constructive feedback and active development plans.

· Coach direct reports on functional expertise.

· Accept direct responsibility for high complexity tasks.

· Allocate workload and delegate responsibility based on expertise and resource availability within the team and estimate future staffing requirements.

· Build and manage relationships with global and local stakeholders: requisitioning department, quality control, legal, procurement and vendors.

· Drive cost awareness and minimise Maersk Oil expenditure as much as possible.

· Oversee smooth functioning of the Section on a day-to-day basis and resolve complex issues.

Knowledge / Technical Skills

· Good knowledge of the Oil & Gas industry is essential.

· Thorough knowledge of the IT domain especially interfaces with: client, server, server infrastructure and networks is essential.

· Thorough knowledge of design and implementation of IT solutions is essential.

  • Good inter-personal skills coupled with high sense of urgency and detail-orientation is essential.

Education /Certifications

· Bachelors or Masters in Computer Science is preferred.

· Project Management Certification (PgMP/PMP/Advanced Prince2) is preferred.

· Security certification (CISP) is preferred

  • Certification in MCSE or RHCE coupled with ITIL v3 and COBIT is advantageous.

Experience

· A minimum of 5 years of experience in Oil & Gas industry in a similar role and at least 2 years in a managerial capacity is essential.

  • Alternatively, in case of no formal education, a 7+ years experience in relevant areas backed with recognized certifications is essential and documented performance
