The African Union Commission (AUC) is charged with Africa’s rapid integration and sustainable development. An integrated infrastructure development is essential for economic development, peace building and for greater regional integration. However, Africa’s infrastructure networks remain highly fragmentary and bottlenecks continue to exist, especially with regard to delivery of infrastructure services. The need for strong coordination among the various institutions dealing with infrastructure was underscored by the Heads of State. Based on this fact, a design for an Institutional Architecture for Infrastructure Development in Africa (IAIDA) was proposed with in order to support the implementation of the Programme for Infrastructure Development in Africa (PIDA), and to serve as a backbone for the implementation of any AU Infrastructure Programme. IAIDA is expected to create an integrated and enabling management environment, capable of enhancing the capacity of the African Union Commission and its institutions. IAIDA should therefore streamline all national, regional and continental efforts, and serve as a unique platform where all business processes for infrastructure development will be undertaken and shared. Each governing body will be assigned a role and clear responsibility to avoid duplication of tasks and events in order to win tangible achievements in the development of the infrastructure in Africa.
Your tasks
- Prepare annualized work plans and budgets based on a results based logical framework
- Collate, review and prepare quarterly progress reports on the status of the implementation of the PIDA priority infrastructure programmes and projects,
- Develop a monitoring and evaluation framework in close collaboration with the M&E specialist
- Prepare annual sector reports on the progress of the implementation of the African water infrastructure development agenda
- Facilitate establishment of Special Purpose Vehicles (SPV) at regional levels for the implementation of bankable transboundary water infrastructure PPP projects in close collaboration with the NPCA PPP/Investment Expert
