The Department of Energy & Climate Change works to promote international action to mitigate climate change. The level of investment required to make the global low-carbon transition is considerable and mobilising private finance as a significant source of climate finance will be crucial. 
Unlocking investment will require extensive government action through a combination of policy and effective use of public finance. The UK is providing international leadership on this agenda, including through using some of the £3.87 billion International Climate Fund (ICF) to support specific projects that seek to mobilise private investment in to developing countries to promote cleaner, greener growth.
The Finance and Policy Team in DECC’s International Climate Change Directorate is recruiting for a private finance advisor to provide expertise that will shape the UK’s action on this agenda.  This will include:
  • designing and managing UK-funded climate projects in developing countries that involve the private sector and/or aim to mobilise private finance;
  • providing commercial advice on other parts of DECC’s ICF portfolio, including advising on multilateral development bank proposals;
  • promoting the UK’s work with private sector stakeholders at home and abroad
You will already have experience of:
  • working in the private sector and/or a private sector-facing department within an international finance institution
  • commercial project finance, including different types of finance such as debt, equity, guarantees, insurance, business structures, accounts and the contents of a business plan. 
  • working with a range of relevant stakeholders, for example governments, donors, institutions and the private sector.
You will have strong analytical skills and be a team player, working flexibly to adapt to emerging priorities.  Understanding of climate policy or the energy market would be a distinct advantage but is not required.  Some international travel is likely to be required.
