Country Program Coordinator - Myanmar
The Australia-Asia Program to Combat Trafficking in Persons (AAPTIP) seeks to reduce the incentives and opportunities for trafficking of persons in the ASEAN region. AAPTIP will operate at both the regional and national level and will provide support to the Association of South East Asian Nations (ASEAN) by working with the ASEAN Secretariat (ASEC); Regional Bodies in the domain of anti-human trafficking; and with individual Partner Countries - Indonesia, Thailand, Myanmar, Cambodia, Lao PDR, Vietnam and the Philippines. AAPTIP will consolidate regional and national capacity to sustain effective criminal justice contributions to tackle trafficking in persons.
The Country Program Coordinators (CPCs) are the main liaison point between the program and the Trafficking in Persons Working Groups (TWGs) in each country. Their primary role is to support the national implementation of AAPTIP in line with national priorities and regional developments. This will involve assisting the TWGs in the preparation of annual work plans and budgets (for the use of AAPTIP resources) and ensuring AAPTIP resources are then implemented appropriately and effectively, and that results are appropriately monitored and reported. The role will involve providing strategic advice to national counterparts and the AAPTIP regional management. The CPCs are also the program’s representative in each country.
The activities that the Country Program Coordinator for Myanmar will undertake are: -Under direction of the Team Leader, manage the AAPTIP in-country office and staff; -Liaise between AAPTIP and TWGs, including establishment and maintenance of excellent working relationships based on mutual accountability and respect; -Ensure excellent two-way communication between AAPTIP regional advisers, TWG members and other national stakeholders to ensure mutual understanding and clear common objectives to achieve program results; -Keep abreast with national developments in the TIP sector; -Provide strategic and technical advice to national counterparts and the AAPTIP regional management based on program results and developments in the national TIP sector; -Support TWGs to prepare their annual work plans and budgets for the use of AAPTIP programming resources, as well for technical advisory support, in line with national TIP action plans and priorities; -Provide general secretariat support for TWG meetings, including preparation of draft agendas, taking minutes and recording outcomes; -As and when required, support TWGs to prepare applications for Flexible Funds, based on the established guidelines for the use of such funds; -Provide in-country logistical support for regional Long-Term and Short-Term Regional Advisers, including for the organisation and delivery of workshops, training or other events being facilitated or delivered by these advisers; -Work jointly with implementing partners to ensure effective ongoing monitoring of AAPTIP supported initiatives; -Ensure all necessary administrative and financial records are kept, in line with established AAPTIP systems and procedures; -In close consultation with TWG members, prepare six-monthly and annual reports on activities implemented and results achieved or contributed to through the use of AAPTIP resources; -Undertake ongoing risk assessment and management, to help ensure AAPTIP remains relevant, efficient and effective in delivering support to the TWG; -Ensure compliance with AusAID core policies, including but not limited to Disability and Child Protection Policy; -In coordination with AusAID, liaise closely with whole-of-government partners including AGD, AFP and DFAT on issues relevant to criminal justice sector capacity building coordination and harmonisation, and other initiatives focussing on anti-human trafficking; and -Other duties as directed by the Team Leader.
Core Competencies Required: -Demonstrated understanding of the national human trafficking situation, including national legislation and the role of key criminal justice sector institutions in-country; -Demonstrated understanding of development principles and how the development sector operates in-country; -Demonstrated ability to provide advice to management and counterparts; -Demonstrated sound project planning and management skills, including the preparation of results-focused annual work plans and budgets; -Demonstrated project monitoring and reporting skills; -Ability to represent the program at the national level and liaise with senior criminal justice sector officials; -Strong written and oral communication and interpersonal skills, including good written and oral English language skills; -Demonstrated understanding and appreciation of gender and human rights issues; and -Competent information technology skills.
Qualifications: A post-secondary or tertiary qualification in a relevant discipline, such as criminal justice, law, management, economics or international development is highly desirable.
