Humanitarian Programme Coordinator

Humanitarian Programme Coordinator 
40 hours/week (based in Niger)
We work in more than 120 countries on structural support and humanitarian assistance. Hundreds of thousands of supporters and volunteers make up our international network.
The Oxfams support projects, strengthen local organizations and campaign for just policies, both locally and internationally because poverty and injustice are global problems and are related to unjust economic and political relationships.
Local context
The post holder reports to the Country Director and manages the Humanitarian Advocacy Officer and Media Officer. Under the supervision of the Country Director, to develop, co-ordinate and monitor the humanitarian strategy and priority frameworks at the country level; to ensure that Oxfam and partners have the capacity to respond rapidly and proportionately to humanitarian emergencies with a focus on WASH and EFS-VL, and to coordinate MEAL (Monitoring Evaluation accountability and Learning) of the Oxfam response in Niger within the frameworks as agreed in Oxfam and in agreement with the country director.
The post holder coordinates the humanitarian programmes managed by the Oxfam affiliates in Niger and advises on MEAL quality by developing the humanitarian strategy and activities which include DRR and resilience aspects.
Main tasks and responsibilities
Oxfam Humanitarian Lead Role
  • To provide leadership and co-ordination of the entire Oxfam response (e.g. strategy, response plan, fundraising, information management, advocacy), in co-ordination with the country leadership team;
  • To provide leadership to the overall Oxfam humanitarian preparedness in-country, including co-ordinating the development, testing and regular updating of the Oxfam contingency plan in-country and ensuring timely decision-making by the country leadership team at the onset of an emergency;
  • To co-ordinate Oxfam’s ongoing monitoring of the humanitarian situation and of (interim) results of humanitarian interventions and represent Oxfam internally and externally regarding humanitarian matters;
  • To prepare and take lead in Real Time Evaluation coordination in case of a Cat x crisis.
  • To coordinate all humanitarian related meetings in Niger and in the region: at country level: Cluster Meetings, high level coordination meetings; at regional level: different Oxfam working groups;
  • To represent Oxfam and its Humanitarian Lead role nationally and regionally, according to the OI Humanitarian Commitments.
 MEAL co-ordination
  • To ensure that a MEAL system and Plans are defined and implemented for Oxfam humanitarian response and that they incorporate the MEAL principles, minimum standards and related aspects as included in the OI Humanitarian Dossier;
  • To participate with the communication team in the elaboration of a communication strategy for public accountability purposes, and for ensuring that the MEAL system will produce the basic information required;
  • To ensure that accountability mechanisms and a complaint system are developed and utilised according to agreed principles. To promote and ensure more than the minimum standards of accountability;
  • To ensure and promote that field teams of all Oxfam affiliates are linking their respective monitoring, evaluation, learning and accountability activities to a general and common frame across all the interventions in the field for all Oxfams;
  • To carry out or coordinate training as appropriate for affiliates’ staff ensuring the standardisation of the training and capacity building across all the affiliates, and  also in the implementation.
Requirements
 
  • An advanced university degree in humanitarian field, international development, management;
  • Minimum 5 years experience as a manager of humanitarian projects;
  • Firsthand experience in managing emergency response delivery and preparedness work, including in EFS-VL and WASH in more than one country;
  • Coordination skills, also regarding emergency situations;
  • Experience in humanitarian MEAL;
  • Knowledge of humanitarian principles and standards;
  • Good knowledge on the DRR and resilience approach;
  • Sensitivity to gender and ability to make cross-genre;
  • Experience of working with national NGOs and Associations;
  • Competent in written and spoken French and English.
We offer
Oxfam Novib is committed to providing you with a competitive, fair and comprehensive pay and benefits package. The salary range for this position is set between € 3.229, - and € 4.969,-, gross a month (based on 40 hours). This is excl. 8% holiday fee, additional expat allowances will be offered.
