Manager/Advisor (m/f) Supporting Tax Reform

Area of activity  
Following a constitutional amendment in Pakistan, a number of responsibilities and tasks have been transferred from the federation to the provinces. The tax system is one of the areas affected. As a result, the enabling conditions for increased public sector efficiency, particularly with respect to central services for the citizens of Pakistan, have been improved. The aim is to enhance people’s trust in the government and its core tasks. To implement the reforms, capacity has to be developed and structures and procedures adapted. The objective of the project that GIZ is delivering on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) is to enhance the efficiency and effectiveness of the government and administration at national and sub-national level. Your tasks 
As manager of the programme component Supporting Tax Reform, you are responsible for the technical implementation of measures in the tax reform sector (at federal and provincial level). As an advisor in the programme component Supporting Tax Reform, you are responsible for implementing the technical and organisational aspects of individual measures designed to strengthen tax reform in the provinces. 
Your qualification 
You have a bachelor’s/master’s degree in administration, economics, political science or law. You have at least three (Advisor)/six (Manager) years of professional experience in the field of fiscal policy/administration and/or (Manager) have already worked as an advisor on tax reform in a federal system (relations between different tiers of government) and on institutional support for tax authorities. Through your work – ideally including assignments abroad – you have acquired very good consultancy and management skills. You also have experience of managing smaller projects and designing cooperation in networks. You must be able to work well in English. A very good command of German is also desirable.
