ONE is a campaign and advocacy organization backed by over three and a half million people from around the world and every walk of life who are committed to the fight against extreme poverty and preventable disease, particularly in Africa. We hold world leaders to account for the promises made to the poorest, and we press them to support better policies and more effective aid and trade reform. We also work with leaders in Africa to support greater democracy, accountability and transparency so these resources can be effectively deployed. ONE operates from Berlin, Brussels, Johannesburg, London, Paris and Washington DC.

We are looking for an experienced development professional to join our small team in Paris as our Policy & Advocacy Manager. Working closely with the France Director and other colleagues across the organisation, the Policy & Advocacy Manager will provide policy analysis and writing on key French and European development policy issues. This role will also support the implementation of our advocacy strategy in France, working closely with government officials, NGOs and other decision makers and opinion formers.

The ideal candidate will possess excellent knowledge of global development policy issues and Africa, as well as demonstrable knowledge and understanding of the French government’s role in development. They must be a great team player and self-starter with excellent communications skills and analytical ability. 

Reports to: France Director

Location: Paris. Some national and international travel may be required. 

PRINCIPAL DUTIES AND RESPONSIBILITIES
  • Perform general research and policy analysis on ONE's policy work relating to a broad range of development issues, including, but not limited to, ODA (including debt cancellation and France’s and EU’s ODA budget), financial transparency and the fight against corruption, innovative finance for development, global health, food security, climate, and aid effectiveness;
  • Support the France Director with the implementation of ONE’s advocacy and lobbying strategy in the France, engaging with French development policy networks and developing/maintaining relationships in that field, including with government officials, Parliamentarians, NGOs and think tanks;
  • Update the global policy team with key information on France’s development policy changes. Provide the French perspective to ongoing global policy discussions, and ensure global policy positions are compatible with a French audience. Work internally across organizational teams to identify and leverage opportunities for policy change on these issues. Follow news and related reports on relevant issues in France and keep the global policy team and informed;
  • Prepare ONE’s positions on key areas of France’s development policy;
  • Provide policy research and writing for the advocacy, media, and campaigning work of the ONE France Team;
  • Contribute to ONE’s France and international reports, by providing French specific analysis, writing parts of the report and coordinating the translation and production process in France;
  • Engage in French development policy networks (at government, academia, think tank and NGO levels) and develop/maintain relationships in that field. Represent ONE France at meetings and conferences on relevant policy topics, as needed;
  • Contribute to development of new/emerging policy areas within the Global Policy Team;
  • Any other duties as required.
KNOWLEDGE, SKILL & EXPERIENCE REQUIRED
  • At least a Masters degree, preferably in a development-related field;
  • Experience working on issues of development, particularly in Africa with significant knowledge of the international development sector, French development policies and French and EU policy processes;
  • Understanding of the links between advocacy, policy-making, legislation, and implementation of programs;
  • Excellent research, writing, and analytical skills: ability to seek out key facts and statistics that help explain complicated policy topics to a broad audience;
  • Ability to synthesize policy documents with an eye to key points and relevance to ONE;
  • Ability to work as part of a global team and in a culturally diverse environment;
  • Ability to work in a fast-paced environment, with shifting priorities and heavy workloads; generally very well-organised; proven ability to multi-task;
  • Excellent written and spoken French and English.
