The Guatemala Policy Regulatory Support (PRS) for Economic Growth Program focuses on reducing chronic under-nutrition and rural poverty. The work to be performed under this Task Order derives from the Global Hunger and Food Security Initiative (GHFSI, also known as Feed the Future or FTF), and related policy needs in rural development, trade and environment. The contract is for a base period of two years, with an option period through February 27, 2015. The project includes a small grants program of just under $1 million, as well as a Rapid Response Fund.
Role & Responsibilities The accountant position is a local professional position. The project accountant will manage and analyze the financial operations of the project, ensuring standardized corporate documentation procedures are maintained, and that the project is in compliance with USAID regulations.
Specific Responsibilities
Cash Management Practices: • Establish checking account procedures including disbursements and deposits. • Reconcile Peachtree accounting system and the bank statements and utilize Abicus accounting system. • Establish systems to ensure accounts receivables are collected and payables are paid in a timely manner. • Develop internal accounting practices consistent with USAID's practices and policies.
Accounting, Filing, and Record Keeping: • Develop cash management, accounting filing, and record keeping system. • Establish accounting file system to ensure that appropriate supporting documents are in place, particularly approvals and time sheets. • Establish payment systems and written agreement guidelines with local subcontractors to ensure compliance and consistency with USAID practices and policies and project systems.
• In coordination with the home office contracts specialist, develop proper accounts/subaccounts to book and track: subcontracts to local subcontractors, fixed price and cost reimbursable.

Coding and Billing Procedures of Invoices and Vendor Transactions: • Develop procedures for voucher and payment processing. • Ensure that transactions are coded correctly and entered into Peachtree in a timely manner.

Internal Administrative and Reporting Requirements: • Ensure that required approvals from the mission have been obtained and appropriately filed. • Ensure that contractors have followed source and nationality of goods and services, except where prior approval of the Contracting Officer has been obtained. • Ensure that physical inventories of project items are reported correctly.
Qualifications • Knowledge of the Guatemala Policy Regulatory Support (PRS) for Economic Growth Program strongly preferred. • Knowledge of USAID project implementation strongly preferred. • General working knowledge of Peachtree and Abicus within the framework of USAID funded program strongly preferred. • Minimum one or more years of demonstrated related work history. • General knowledge of best accounting practices desired. • Strong organizational skills including ability to carry out detailed accounting tasks in a timely manner required. • Proficiency with Microsoft Office programs including Excel. • Legal ability to work in Guatemala is required. • Must demonstrate personal attributes such as loyalty and integrity in addition to being determined and thorough, which is inherent in this position. • Fluency in Spanish and English.
