Contract - Barge Campaign Area Authority

Position Summary
This position will assist the Everest Platform Area Authorities during the forthcoming barge campaign. They be responsible for issuing WCC’s (Permits) during the Barge Campaign excluding Hot Work, Confined Space Entry and initial Break of Containment. Will work closely with the platform AA and will report to the Platform OTL.
Key Accountabilities
The Additional Area Authorities will be based on the Barge and will be responsible for issuing Work Control Certificates on day shift and night shift working a 2 weeks offshore/ 2 weeks off rotation. They will work closely with the Platform Area Authority and the Offshore Team Leader (OTL) to ensure there are no SIMOPS issues.
The Barge Area Authority will be responsible for ensuring the safe issuing of permits (WCC’s) to various trades. They will be expected to issue all WCC’s for non-descript work such as scaffolding, lagging and painting which are generally on Routine WCC’s.
Break of containment WCC's may only be issued by the Area Authorty after 1st issue by the Platform Area Authority (Once initial break of containment has been completed)
The Barge Area Authority will not issue Hot Work, Confined Space Entry or break of containment WCC’s. This will be done by the Platform Area Authority.
The Barge Area Authority will have the responsibility to ensure Gas Testing is completed by the relevant Authorised Gas Testers for the following shifts WCC issues and will co-ordinate firewatchers/standby men.
The Barge Area Authority will conduct ISSOW user training and assist in PA (Performing Authority) assessments.
All WCC’s issued by the Barge Area Authority will be communicated to the Platform Area Authority after issue so that the Platform Area Authority is aware of what has been issued. This is vital to ensure that communication with the Platform AA is good throughout. All Barge AA’s will attend shift handover meetings with the OTL, Platform AA and Production Team Leader (PTL) to ensure that everyone is aware of upcoming work scopes.
The Barge Area Authority will be expected to complete job walks and review WCC’s on tasks to be taken to the Daily Platform Permit Meeting along with the Platform Area Authority. He will liaise with the Platform Area Authority regarding WCC reviews and verification.
The Barge Area Authority will not have any authority to amend and or put in place any Isolation Confirmation Certificates (ICC’s) nor will he be allowed to place any ICC’s into Sanction to Test (STT). All isolations will be managed by either the Platform Area Authority or the OTL.
ISSOW Monitoring
Complete routine site tours to monitor PTW application.
Ensure the correct permit and/or isolation certificate is used.
Ensure the correct signs, tags and locks are used.
Ensure that the appropriate Risk Assessment process is in place and is being implemented.
Attend work planning and scheduling meetings.
Attend PTW/Risk Assessment meetings.
Carry out regular audits within the ISSOW system.
Ensure adequate handovers take place at shift change, crew change or other change out of PA’s.
Validate lessons learned and audit’s.
Pre-issuing checks
Liaise closely with PA’s when planning work to ensure all appropriate hazards and controls have been identified for that task.
Ensure the appropriate level of risk assessment has been carried out for the task. This will include both work which require a WCC with a Level 1 Risk Assessment or Level 2 Risk Assessment.
Ensure all pre-requisite control measures have been put in place prior to allowing a WCC go live.
Conduct an interview with the PA prior to work starting to ensure they fully understand the job scope.
Ensure the PA carries out a pre-job safety toolbox talk with other members of the work party.
Understand the different classes of WCC’s (Class A, B and C) and ensure that they are followed with regards issuing to PA’s. (BG-BMS-PROC-OPS-0550)
Unique Knowledge, Skills, Experience and Attribute
The Barge Area Authority will:
- Be able to work in an offshore team structure.
- Have good knowledge of the ISSOW system (BG-BMS-PROC-OPS-0550)
- Have completed ISSOW Level 1 and 2 training.
- Understanding of UK offshore legislation.
- Understand ISSOW and have experience with issuing permits.
- Understand of SIRPS (BG-BMS-PROC-OPS-0466)
- Fully conversant with all forms of process engineering documentation including block diagrams, PFD’s, P&ID’s, Data sheets and Cause & Effect charts.
